Purpose

This position is responsible for assisting in the implementation of the vegetation management program and the related plans and procedures. This position performs tree inspections, maintains data, creates reports for agencies, communicates with customers, creates work orders for contractors, and assists in the quality assurance and quality control of the program.

Accountabilities
  • Assist in the development and implementation of the vegetation management program and the related plans and procedures.
  • Develop, implement, and monitor area business plan including scheduling, resource planning and special projects.
  • Implement strategic/emerging technology to ensure optimum productivity.
  • Assist in contract procurement for tree pruning and removal, pole brushing, and contract utility arborists.
  • Professionally and effectively work with customers and other stakeholders to educate and/or negotiate prescribed work.
  • Investigate and resolve local customer or agency related complaints or concerns.
  • Assist tree crews as needed to facilitate tree work including coordinating line de-energization with line operations and other requests as needed.
  • Training of new internal employees and contractors on company policies and vegetation management processes and procedures.
  • Assist in the emergency response to storm and fire incidences.
  • Monitor contract compliance to maintain a high level of service reliability and regulatory compliance.
  • Provide support and documentation for quarterly and annual reports.
  • Act as liaison with city, county, local state and federal agencies, green industry groups, and electric operations.
  • Prepare required reports for state, local, and federal agencies that include work plans and maps.
  • Build and maintain good relationships with regulatory agencies.
  • GIS mapping, reporting, and processing of vegetation data.
  • Data collection software user management and troubleshooting.
  • Monitor area budget. Assist with the development of budget and resource allocation planning.
  • Collaborate with other Liberty departments to work towards department and company goals and objectives.
  • Communicate annual work plan and specific project progress to department managers.
  • Implement area communications plan.
Education and Experience
  • Minimum of a high school diploma or equivalent required
  • 3 years' experience in Utility Operations with responsibilities in line clearance vegetation management. Experience in urban forestry, forestry, botany, ecology, environmental science, or a comparable area.
  • Preferred related college degree
  • Requires broad knowledge in a general professional or technical field
  • Industry specific knowledge required
  • Working knowledge of ArcGIS 10.0, Microsoft Excel and Access are required.
  • Must be familiar with California Forest Practice Rules, ANSI Z133.1 and ANSI A300 Standards, CPUC Regulation.
  • Valid Driver's License
  • ISA Arborist Certification
  • Work requires the ability to read technical information and data, policies, laws, guidelines, and procedures at a college level.
  • Strong verbal and written communication skills
