Summary: The Behavioral Health and Re-entry Services (BHRS) program provides behavioral health and re-entry services for incarcerated adults and court-involved youth. The BHRS Clinical Supervisor works closely with the Clinical Program Director and members of the BHRS team in the provision of clinical services to ensure seamless, integrated behavioral health needs during incarceration and upon release from the Whatcom County Jail and the Whatcom County Juvenile Detention Facility. The BHRS Clinical Supervisor works in a supportive role in conjunction with the County Contract Administrator to fulfill the program's clinical and administrative responsibilities and ensure adherence to the National Commission on Correctional Health Care's (NCCHC) standards.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES

Staff Recruitment and Development – The BHRS Clinical Supervisor works closely with the Clinical Program Director to recruit, hire, and train/onboard staff. Additionally, the BHRS Clinical Supervisor is solely responsible for: 

  1. Creating employee work assignments and overseeing and supporting the delivery of services to eligible individuals according to contract requirements.
  2. Scheduling and facilitating regular supervision sessions.
  3. Reviewing clinical charts for accuracy and completeness, noting WAC, NCCHC, and agency requirements.

Professional Development and Quality Improvement – The BHRS Clinical Supervisor works directly with the Clinical Program Director, County Contract Administrator, and corrections staff to: 

  1. Monitor all ethical and safety concerns and report them immediately. 
  2. Develop and maintain updated and continuous Professional Development Plans with staff. 
  3. Promote open and effective communication between team members, other agency staff, and community partners to aid the delivery of services. 
  4. Ensure that continuous quality improvement addresses patient needs, contract requirements, and compliance with applicable WACs, RCWs, state and federal regulations, NCCHC standards, and agency policies.

 

EDUCATION, EXPERIENCE, AND KNOWLEDGE REQUIRED BY THE POSITION 

  1. Master’s degree in a behavioral health field required. Higher education preferred. 
  2. Ability to obtain an Agency Affiliated Counselor license within 90 days of hire. Independent licensure (i.e., LMHC, LICSW, LMFT) preferred. 
  3. Dually trained and credentialed as a SUDP preferred.
  4. Strong clinical skills and demonstrated experience providing supervision and/or mentoring to staff or coworkers. 
  5. Qualified Approved Supervisor training in mental health and/or substance use preferred.
  6. Demonstrated experience of robust engagement with people who have criminogenic attitudes and establishing supportive, trusting relationships with persons with SMI/SED. 
  7. Respect for client rights and personal preferences in treatment is essential. 
  8. Valid driver’s license for the state of Washington. 

 

COMPLEXITY 

The incumbent provides supervision of direct services staff and agency-based services to clients seeking treatment. Strong communication skills, sound judgment, and creativity are required to help implement and deliver support services that meet the complex needs of the patients. 

 

PERSONAL CONTACTS 

Contacts are with members of the jail/juvenile detention facility; probation staff; medical staff; clients and their significant others; administrative, supervisory, and clerical personnel; and employers and representatives of various community agencies specializing in the treatment of mental health and substance use conditions. All personal contacts are conducted in accordance with federal and state statutes, laws, and regulations dealing with the confidentiality of patient records. 

PHYSICAL DEMANDS 

While performing the essential functions of the job, the employee is regularly required to sit, speak clearly, hear, and use hands and fingers to manipulate writing utensils and keys on a keyboard. The employee is occasionally required to stand, walk, reach with hands or arms, stoop, kneel, crouch, or lift and/or move a maximum of 15 lbs.

WORKING ENVIRONMENT 

Working hours are spent indoors in agency, jail, and juvenile detention offices and meeting rooms. Occasional visits to community agencies and participation in staff retreats and staff development activities may be required.
