POSITION TITLE: Outpatient Competency Restoration Program (OCRP) Mental Health Professional      

 

RESPONSIBLE TO: OCRP Team Lead

 

MAJOR DUTIES:  This position provides needed outpatient competency restoration services to individuals determined by the court as not competent to stand trial and appropriate for community treatment. The incumbent performs the following duties while functioning as a clinical member of the multidisciplinary team:

 

  1. Utilize the Breaking Barriers Competency Restoration program to provide individualized assessment of barriers to competency; individualized treatment plans to address barriers to competency; monitoring of barriers to competency; and standardized psychoeducational and psychosocial treatment.
  1. Conduct comprehensive assessment of psychiatric history (e.g., onset, course and effect of illness, past treatment and responses, and risk behaviors), mental status, and diagnosis; physical health and dental health; use of drugs or alcohol; education and employment; social development and functioning; activities of daily living (e.g., self-care, living situation, nutrition, money management); and family structure and relationships.
  1. Develop and maintain an individualized treatment plan which must include the client’s barriers to competency and assigned interventions;
  1. Facilitate psychosocial treatment services consisting of group activities or individual treatment sessions to address specific Barriers to Competency and to assist the client with the following: Courtroom Knowledge and Understanding, Optimal Symptom Management, Relaxation and Coping Skills, and Effective Communication (with attorneys and others in the court system), through utilization of the CORE modules and other treatment modules embedded within the Breaking Barriers Competency Restoration Program;
  1. Collaboration with system partners to include Forensic Housing and Recovery though Peer Services (FHARPS), Forensic Projects for Assistance in Transition from Homelessness (FPATH) and the Forensic Navigators;
  1. Communicate, coordinate with, and provide status update reports to the assigned DSHS forensic navigator at least weekly;
  1. Participation in monthly OCRP staff meetings with system partners and DSHS forensic navigator and in other meetings with HCA and DSHS program leads, as requested;
  1. Work as part of a treatment team;
  1. May be required to complete mental health assessments in the Clark County jail, on an as needed basis;
  1. Maintain complete and up to date clinical files that document all services and contacts provided consistent with the requirements of WAC 246-341 (if applicable);
  1. Support and implement agency policies and procedures; and
  1. Other duties as assigned.

 

POSITION REQUIREMENTS:

  1. A master’s degree or further advanced degree in counseling or one of the social sciences from an accredited college or university required;
  2. Meet the requirements of a mental health professional as defined in WAC 388-865-0150;
  3. Has strong clinical skills and experience providing treatment to persons with severe and persistent mental illnesses;
  4. 1 year of experience working with the forensic mental health system preferred;
  5. Willing to be trained as a Master Instructor in Breaking Barriers Competency Restoration Program;
  6. Able to obtain jail clearance within 90 days of hire;
  7. Familiarity with Washington State regulations related to the provision of mental health services (RCW 71.05) and chemical dependency services (WAC 246-341) required;
  8. Current unencumbered driver license and proof of current car insurance may be required;
  9. Good verbal and written communication skills;
  10. Great attendance; and
  11. Ability to work well with others.


GUIDELINES

This position requires that the incumbent obtain and maintain Washington State credentials through the Department of Health.  

 

COMPLEXITY

The incumbent provides individual, group, case management and diagnostic services to clients who differ widely in age and socioeconomic status and who may possess a variety of chronic and serious social, behavioral and psychological problems.  Strong clinical skills, sound judgment, and creativity are required to help implement and deliver treatment services that will meet the complex needs of the clients.

 

PERSONAL CONTACTS

Contacts are with members of the treatment team, clients, significant others of the consumers, representatives of various community agencies specializing in the treatment of chemical abuse and mental illness, and related community representatives including hospital personnel, lawyers, probation officers, and other court officials.   All personal contacts are carried out in accordance with federal and state laws dealing with the confidentiality of client records.

 

PHYSICAL DEMANDS

While performing the essential functions of the job, the employee is regularly required to sit, speak clearly, hear and use hands and fingers to manipulate writing utensils and keys on a keyboard.  The employee is occasionally required to stand, walk, reach with hands or arms, stoop, kneel, crouch or lift and/or move maximum of 15 lbs.  The employee may be required to effectively operate an automobile on a regular basis.

 

WORKING ENVIRONMENT

Working hours are spent indoors in offices or meeting rooms or in the community meeting with consumers in their homes or at court.  Occasional supervision of outdoor activities, visits to community agencies, and participation in staff retreats and staff development activities may be required.
