Position: Exceptional Children Compliance Specialist
Terms of Contract: 10 months, full-time, benefit eligible
Reports To: Chief of Exceptional Children’s Services
Monthly Salary: Teacher State Salary Schedule (plus local supplement)
FLSA: EXEMPT
Qualifications/Requirements: Must hold a current North Carolina teaching license in Exceptional Children’s licensure area and have a minimum of 5 years successful teaching experience working with Exceptional Children Programs.
Goal: To provide support to Exceptional Children teachers and administrators related to the compliance of district, NC Policies Governing Services for Children with Disabilities, and IDEA regulations.
Job Summary: The EC Compliance Specialist is responsible for ensuring that ALL compliance standards are met by continuously monitoring the EC process (pre-referral, placement, annual review, reevaluation and ongoing services), all EC records (using assigned tools) and due process issues. The position requires case management of appropriate service delivery as needed. The EC Compliance Specialist will also be responsible for mentoring EC teachers and related services staff in the compliance process and helping EC staff understand the process as a whole in order to best serve students with disabilities. The EC Compliance Specialist will lead by example by demonstrating the importance of understanding and complying with the total EC process.
Duties:
- Exhibit knowledge of educational and Exceptional Children laws, rules, regulations, practices and trends in accordance with district, state, and federal regulations
- Demonstrate and integrate knowledge of curricula, instructional methodologies, technology, and the functional/cognitive development of students, especially students with disabilities, to foster effective classroom practices that promote student success
- Provide guidance to EC teachers in a team decision-making process regarding policy requirements and best practice when considering options for students approaching evaluation and eligibility determination recommendations
- Support school staff in analyzing student data when assessing the effectiveness of instruction, IEP goal progress, developing IEPs, and determining appropriate service options
- Assist and provide professional development regarding EC compliance standards, IEP development, transition planning, implementing specially designed instruction, and other areas identified by needs assessments
- Coordinate and clarify compliance with other EC Compliance Specialists, ECATS Manager, and EC Program Specialist through ongoing communication as well as through district level team meetings
- Facilitate conversations between staff and related service providers, district EC specialists, school psychologists, and EC management regarding the different areas of expertise and how each area may affect discussions regarding specific students or groups of students
- Audit EC records according to timelines established by the EC Dept. using district resources; provide timely feedback to EC staff and administrators regarding audit findings; provide coaching to staff regarding EC records compliance corrections; conduct follow-up audits to verify corrections
- Participate in Professional Learning Communities (PLCs) at the school level and within the EC Department; lead PLC sessions when appropriate as a means to develop staff understanding of policies, compliance standards, regulations, and effective teaching practices
- Utilize data collection and analysis methods to identify strengths and areas of improvement regarding
- EC records compliance standards across assigned schools, share findings with EC Department Leadership and school administrators; assist in short term and long-range planning to provide customized support to staff
- Disseminate compliance information to staff in an accurate and timely manner
- Ensure all referral, annual review, transition, and reevaluation timelines set forth in North Carolina Policies Governing Services for Children with Disabilities are met
- Support and coach EC teachers in maintaining accurate and orderly student records in accordance with the North Carolina Policies Governing Services for Children with Disabilities
- Interact and communicate effectively with students, co-workers, staff, administrators, parents, and the community
- Hold difficult conversations in a respectful and empathetic manner when necessary
- Follow up with EC teachers and school administrators regarding reports, surveys, and data requested by EC Department Leadership
- Assist Special Needs Administrators by providing input and resources to answer compliance questions, collaborating on the dissemination of information, jointly holding school level PLCs, soliciting and giving updates regarding the EC scenarios in the school, researching the schools’ unique challenges with the Compliance Team and EC Management, notifying the administrator and EC Management about problematic situations, and helping to monitor EC timeline deadlines
- Help transport EC records from school to school when needed according to district policy
- Maintain confidentiality at all times
- Must be positive, self-motivated, self-directed, organized, collaborative, and flexible
- Complete specified paperwork in ECATS and attend identified IEP meetings
- Provide accommodations, modifications and specially designed instruction to students given occasional special circumstances in the EC Department
- Maintain professional competence through in-service education activities provided by the district, and in self-selected professional growth activities and demonstrate evidence of growth
- Must be able to perform heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of forces frequently, and/or in excess of 20 pounds of force constantly to lift
- Other duties as assigned
