Operating out of class equipment in a training capacity in order to become a certified operator as well as occasionally operating equipment out of class when certified.


CDL Learner's Permit must be acquired within 2 months of hire.

JOB FUNCTIONS

Asphalt raker:

  • Perform manual tasks required to repair road surfaces, such as spreading asphalt mix and compacting, spreading sand, or removing loose material, pouring oil, assist with crack seal procedure working with hot sealant; road preparation and spreading.

Brush crew:

  • Perform heavy manual labor in cutting brush.
  • Feed brush and tree limb into chipper.
  • Operate and maintain chain saw.

Flagger:

  • Skilled in traffic control principles and work zone traffic control to provide safe movement of traffic with maximum flow through work zone with use of signs, flags, candlesticks, cone tapers and barricades in compliance with MUTCD (Manual of Uniform Traffic Control Devices). 
  • Responsible for the safety of public, road maintenance workers and equipment with highly visible exposure requiring positive public image and undivided attention. 
  • Operates pilot car.

Laborer:

  • Perform heavy manual labor, digging ditches, cleaning, and installing culverts or drain tiles, removing obstacles from roadway and adjacent areas.
  • Hand loads and unloads all types of materials.
  • Cold patching and repairing roadways.
  • Install and repair guard rails, fences, signs and signposts, and paint surfaces as required.

Bridge maintenance:

  • Perform a wide variety of bridge maintenance and repair activities requiring manual work. 
  • Clean, patch, cut brush, pressure wash, cut asphalt and concrete. 
  • Clean drains and maintains/installs drain systems. 
  • Assist in bridge inspections.

MINIMUM QUALIFICATIONS

Minimum Education Level

 1 - High School Diploma / GED

 

Minimum Experience Level

One year (if in specific skills/fields, list below)

Specifics: in operation of light maintenance equipment; or experience in performing semi-skilled and/or skilled manual tasks.

 

Substitution Note: Any satisfactory equivalent combination of experience and training which demonstrates the ability to perform the above described duties.

 

Certifications

Certification(s) required (list specifics below)

Specifics: Flagger, First Aid and CPR cards.       

 

Driver’s License

Oregon Driver's License required

Specifics: Valid ODMV license with CDL learners permit with good driving record required. An unrestricted class "A" CDL with a tank endorsement must be obtained within 6 months probationary period.

KNOWLEDGE, SKILLS AND/OR ABILITIES

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The required knowledge, skills and/or abilities are listed below:

Knowledge of:

  • Position receives training on equipment needed for road maintenance: tractor with brush cutter and mower attachment, front end loader with attachment with an operating weight of 22,000 lbs or less, 5 ton or less road roller; 5 yard truck for hauling and dumping/use of sanding attachment.   

 

Skill or ability to:

  •   Operate equipment safely under adverse conditions. 
  • Learn and properly utilize Departmental Communications Devices.
  • Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.   
  • Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).
  • Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.  
  • Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules

WORKING CONDITIONS

Job Conditions: Extended periods of heavy manual labor in all kind of out-of-doors adverse weather. 

 

Work Location: Lincoln County

 

Travel: Operation of county vehicles required

  • Sensory Requirements: Some tasks require visual perception and discrimination. Some tasks require oral communications ability. Some tasks require the ability to perceive and discriminate sounds.
  • Environmental Factors: Tasks are regularly performed with exposure to adverse environmental conditions, such as dirt, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, or pathogenic substances. Tasks are regularly performed without exposure to violence or disease
