JOB SUMMARY:
The Technology Portfolio Manager is responsible for overseeing the intake, evaluation, prioritization, and management of technology projects, initiatives, and services across Lincoln University, ensuring strategic alignment and operational excellence. This role ensures that all technology initiatives align with the university’s strategic objectives and comply with established campus standards and procedures. The Technology Portfolio Manager plays a critical role in optimizing resource allocation, enhancing project governance, and driving the successful delivery of IT processes that support the university’s mission.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Project Intake and Evaluation:
- Manage the intake process for new IT projects, including submission, evaluation, and prioritization based on strategic alignment, resource availability, and impact.
- Develop and maintain a centralized project repository to track project statuses, milestones, and outcomes.
- Portfolio Management:
- Oversee the technology project portfolio, ensuring balanced resource allocation and optimal prioritization of initiatives.
- Conduct regular portfolio reviews to assess progress, address risks, and realign priorities as needed.
- Campus Standards and Procedures:
- Ensure all IT projects, services and initiatives comply with university policies, cybersecurity standards, data governance protocols, and other relevant regulations.
- Develop, document, and enforce standardized methodologies and best practices across the IT department.
- Strategic Planning and Alignment:
- Collaborate with the Deputy CIO and other senior leaders to align IT projects with the university’s strategic goals and long-term vision.
- Provide insights and recommendations for strategic initiatives based on portfolio performance and emerging technology trends.
- Project Management:
- Lead the planning, execution, and closure of high-impact IT projects, ensuring they are completed on time, within scope, and within budget.
- Utilize project management tools and techniques to monitor progress, manage risks, and communicate status to stakeholders.
- Stakeholder Engagement:
- Serve as the primary liaison between IT and other university departments, ensuring clear communication and collaboration on technology initiatives.
- Facilitate stakeholder collaboration, ensuring clear communication, gathering requirements, and aligning project deliverables with strategic objectives and user expectations.
- Performance Monitoring and Reporting:
- Develop and implement metrics to evaluate project performance, technology portfolio health, and adherence to standards.
- Prepare and present regular reports to the Deputy CIO and other stakeholders on portfolio status, key achievements, and areas for improvement.
- Continuous Improvement:
- Identify opportunities for continuous improvement within the project intake, portfolio management, and technology service delivery frameworks.
- Stay current with industry best practices and incorporate relevant advancements into the university’s technology processes.
- Team Leadership and Development:
- Lead and mentor a team of coordinators and analysts, fostering a culture of accountability, collaboration, and continuous learning.
- Provide training and development opportunities to enhance team capabilities and performance.
- Other Related Duties:
- Perform other related duties as assigned by the Deputy CIO to support the OIT’s objectives and initiatives.
EDUCATION:
- Required: Bachelor’s Degree in Information Technology, Computer Science, Project Management, or a related field.
- Preferred: Master’s Degree in a relevant discipline.
- Certifications: ITIL v4 Certification is required. Additional certifications such as PMP (Project Management Professional) or PgMP (Program Management Professional) are highly preferred.
EXPERIENCE:
- Minimum of 5 years of progressive experience in IT project management and service delivery roles.
- Demonstrated experience in managing enterprise-level IT projects within a higher education environment.
- Proven track record of creating and enforcing compliance with IT standards, policies, and procedures.
- Experience with Learning Management Systems (e.g., Canvas) and other academic IT applications is highly desirable.

PHYSICAL DEMANDS:

WORK ENVIRONMENT:
Work is primarily performed in a university campus environment and requires a flexible schedule including evening and weekend work. Travel for administrative work is expected. The employee is subject to inside environmental conditions: protection from weather conditions but not necessarily from temperature changes.
