About The Position
Linea is seeking a civil engineer with experience in cost estimating to fill a critical hybrid role in managing Linea’s cost estimating process across our portfolio of renewable energy projects, including but not limited to Solar, Battery, and Wind assets while also managing third party civil designs and consultants. The successful candidate will play a key role in estimating CapEx costs for projects in various stages of the entire development lifecycle, utilizing their civil background to vet assumptions. This will include overseeing internal facing project cost estimates, budget forecasts, EPC bid evaluations, technology and equipment forward cost curves, regional sales tax, and tariff scenario analysis.
An additional responsibility of this role will be to oversee civil engineering requirements across Linea’s portfolio of renewable energy projects, including but not limited to project specific civil engineering scope and features such a roads, fencing, stormwater, foundations, site clearing, and landscaping.
The ideal candidate for this role will supplement their primary cost estimating responsibilities with civil engineering subject matter expertise. This role will fall under Linea’s EPC department and is expected to interface closely with the Project Finance, GIS, and Development departments. The position will be located at either our San Francisco, Chicago, or Austin offices.

Responsibilities And Essential Functions
- Cost Model: Responsible for the functionality of Linea’s cost model to provide comprehensive and transparent cost buildups for overall project capital expenditures. Ensure capability of running based on a detailed project design in coordination with energy and financial models, as well as the flexibility to model costs independently by virtue of standard assumptions representative of typical project design tech specs.
- Schedule of Values: Maintain Linea’s Schedule of Values, ensuring alignment between system components, construction methods (i.e. labor), EPC bid forms, and internal cost codes.
- EPC Bid Evaluation: Ensure EPC RFPs include Linea’s standard build cost bid form. Quickly evaluate multiple bidder’s build costs against Linea’s internal cost estimate.
- Standard Assumptions: Provide guidance on Linea’s internal standard cost assumptions across the Schedule of Values. Participate in regular standard cost assumption update based on market feedback and policy changes.
- Project Technical Evaluation (Civil): Responsible for the technical evaluation workflow for PV, BESS, and Wind assets. More specifically, this means evaluating a given asset and determining appropriate civil engineering specifications based on site constraints, local requirements, hydrology, and geotechnical characteristics. The resulting work product is a description (geospatially and technically) of a project’s civil engineering requirements.
- Project Layouts: Prepare layout representation of relevant civil features for a given asset. This will necessitate feedback loops with Linea’s GIS, EPC, and Development Teams to ensure parallel and dependent evaluation workflows remain coordinated with civil engineering design.
- Stormwater, Erosion, and Sediment Control: Understand and define appropriately representative stormwater feature requirements for a given asset.
- Foundation Design: Understand and define appropriately representative foundation design requirements for a given asset.
- Civil Cost Estimating: Determine take-off quantities for all civil design features and estimate their contribution toward build costs.
- Standard Assumptions: Provide guidance on Linea’s internal standard assumptions for civil engineering best practices, requirements, and costs. Participate in regular standard cost assumption update based on market feedback and policy changes.
- Design Development and Permitting Support: Provide subject matter expertise to support scoping, managing, and reviewing third party engineering consultant deliverables during permitting and EPC RFP stages.
- Education: Bachelor's degree in Civil Engineering or related degree with significant equivalent work experience
- Experience:
- 5 years or more of working experience in civil engineering with direct responsibility or significant exposure to cost estimating and budgeting.
- Solar, BESS, and/or Wind project experience in any of the following roles: Developer, EPC, Supplier, Independent Engineer, Engineer of Record, or equivalent
- Knowledge of energy project economics and familiarity with concepts such as NPV, IRR and LCOE
- Experience in markets across the United States
- Skills:
- Strong analytical, problem-solving, and project management skills.
- Excellent communication skills for reporting complex data in an understandable manner.
- Ability to work both independently and as part of a team.
- Expertise in using CAD and Excel
- Coding capabilities (e.g. Python, MATLAB, Java, C , etc)
- Knowledge: Deep understanding of renewable energy project construction.
