Summary
The Business Manager position is responsible for providing financial and business analysis support for strategic initiatives. The Business Manager will work with leadership to provide support in areas such as contracting, business development and proposals, reporting, and compliance to ensure successful operations of the business team.
The salary range for this position is $111,481-$139,351/year. Please note this position is open to Shareholders only.
Essential Duties and Responsibilities
The Business Manager’s daily responsibilities include four primary key function areas, which are, but are not limited to:
- Ensure terms and conditions of contracts and subcontract are effectively met on time – these also include actions related to extension and renewal of GSA Federal Supply Schedules (FSS).
- Support business development (BD) efforts, including preparation of responses to requests for proposals (RFPs), specialized research and analysis to support BD/RFPs, and interface with potential teaming partners.
- Coordinate subsidiaries reporting and compliance with:
- Ahtna Corporate reporting requirements and continuous improvement initiatives.
- Alignment with Ahtna Corporate business practices, finance, and HR processes and procedures.
- Implementation of the Board’s strategic priorities.
- Other key functions and proactive support to analysis and reporting of complex, technical, and administrative tasks are essential to subsidiaries’ success.
- Examples include support for the tracking of issues to resolution, technical staff recruitment and retention, identification of diversification opportunities in the government and private sector, and representation, outreach, and awareness to expand subsidiaries' presence and branding within the professional community.
- Utilize market intelligence databases to identify and track RFPs, analyze skill sets and competencies needed for successful bids, research potential competitors and teaming partners, and prepare a plan of action, deadlines, and recommendations for the president's review.
- Supports proposal development, negotiations, pricing, and prime/subcontractor contracts audits and closeouts. Support and continuously improve the company’s pricing and analytical and measurement systems. Direct production cost analyses and rate studies. Review proposed contractual actions for conformance with FAR and DFAR.
- Coordinate communication and interface with Ahtna Corporate on expectation and reporting requirements. Establish excellent working relationships with key stakeholders, including the subsidiary presidents, Ahtna Netiye’s management, and Ahtna, Inc. support staff.
- Stay abreast of emerging developments of relevance to subsidiaries’ success.
- Provide financial and business analysis support for strategic initiatives. Prepares studies, reports, and analysis in areas such as budgets, forecasts, financial modeling, financial planning, governmental requirements, statistical reports, cash flow projections, and business forecasts.
- Ensure actions and activities are in conformance to applicable laws, regulations, and Ahtna Corporate policies. These include contract and subcontract terms and conditions, Federal Acquisition Regulations (FAR), Truth in Negotiation Act (TINA), Service Contract Act (SCA), and General Service Administration (GSA).
- Oversee Federal Contracts and Small Business Administration (SBA) 8(a) compliance, including subsidiary annual reports, Mentor Protégé Agreement (MPA) reports, joint venture (JV) agreements, and submission of compliance documents for DOE and SBA approval. Ensure complete documentation for internal and external audits and evaluations.
- Provide compliance support for Board of Directors meetings, ensuring all relevant reports and regulatory information are presented.
- Coordinate business license application process and renewals (e.g., SAM) to ensure compliance with regulatory requirements for all subsidiaries.
- Ensure actions, activities, and decisions are consistent with Ahtna spirit and respectful of Alaska Native cultures
- Support the’ president of subsidiaries with the preparation of documents, tracking of actions and commitment due dates, and issue resolution.
- Perform any other duties as assigned by management.

Minimum Qualifications
- Bachelor’s degree in accounting, business economics, or a related field.
- Business management experience demonstrating the ability to accomplish the essential functions of the job may be substituted on a year-to-year basis.
- Seven (7) years of experience in a similar project management and operational analysis, accounting and finance position and/or as a Controller or Accounting Manager with a company of similar size in a contracting environment; including procurement in unit price scheduling, cost reimbursement, IDIQ, Fixed Price: Time and Materials; Services: Sole Source, Performance Based and Incentive. Hands-on experience in preparing contract proposals, incurred cost submissions, contract close-outs, and unbilled receivables; understanding of equipment rates.
- Thorough understanding of Microsoft programs such as Excel and Word and experience with enterprise software such as Cognos/DelTek

Physical Demands
Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours.
Work is performed in an office setting with ability to speak and receive phone communications often. Work requires computer usage with strength, dexterity, coordination and visual acuity to use keyboard and video display terminal and other office equipment. Moderate travel required to shareholder communities, subsidiary offices and other locations as needed.
