Job Position Overview:
Appraiser I is an entry-level position that performs various basic functions within the Appraiser's Office for both real estate and personal property and requires working in both an office and field environment to assist the County Appraiser in fulfilling statutory requirements. Assist with measuring, verifying, and obtaining real estate property information on annual maintenance re-inspections, building permits, and sales, which requires the position to work outdoors in varying weather conditions. Assist with researching new and existing taxable personal property. This position also performs extensive data entry, filing, scanning, and organizing in both the real estate and personal property divisions, and requires working with various types of software applications, worksheets, and reports.
Provides exceptional customer service and communicates effectively with the public about the appraisal and appeal process. This position will undergo in-house training and is also required to attend other various mass appraisalrelated courses within the first year of employment.
- Assist with the discovery and listing of both real and personal property for ad valorem tax purposes.
Assist with obtaining, measuring, sketching, and verifying real estate property information both in the field and in the office as assigned.
- Assist with physical inspections for various phases of the appraisal process and assist with the gathering of necessary data through direct measurements and discussions with the homeowner and/or tenant.
- Perform rudimentary math calculations including square footage and perimeter.
- Required to locate the correct objective property characteristics when listing a property.
- Take pictures to verify improvements, label appropriately, and transfer images to the appropriate location within the appraisal software system/file(s).
- Gather real estate multi-list data and tracks for sales verification purposes.
- Enter all types of data/information into a Computer Assisted Mass Appraisal (CAMA) system, as required.
- Learn and then perform the basic filing and organization of personal property records.
- Assist with researching various reports to determine new and existing taxable personal property and compares with existing personal property records.
- Assist with audits of new and existing account records to determine the accuracy of personal property accounts and ensure accuracy of the status of property.
- Assist with listing and/or limited appraising of personal property by following state statute and state regulatory directives.
- Assist citizens and responds to taxpayer inquires while in the field and the office; answer appraisal-related questions and provide information to property owners or their representatives; researches and provides records to property owners.
- Comply, with all Countywide and departmental policies and procedures.
- Exhibit a positive attitude towards the position, co-workers, supervisory personnel, other County departments, and members of the public.
- File, answer the phone, and assist with bulk mailings.
- Required to take appraisal-related courses to gain knowledge of the proper application of the various valuation approaches, state laws, and Property Valuation Division guidelines.
- Other duties, as deemed necessary.
Position Requirements:
- A high school diploma or general education degree (GED) required or equivalent combination of education and experience.
- One to three years or more experience in clerical, secretarial, administrative work, or customer service relations preferred.
- Required to take appraisal-related courses and must satisfactorily complete and pass within one year of employment as outlined in Phase 1 of the Valuer/Skill Based Plan and/or assigned by the County Appraiser. Courses include, but not limited to - Introduction to Orion, Residential Data Collection (in-house or PVD course), IAAO Course 101, and IAAO Course 102.
- Valid driver's license required.
- The position requires successful completion of reference/background screening, as well as drug screening and fit for duty testing before employment.
