Job Title : Lead Secondary Engineer
Location : Raleigh, NC
ABOUT THE ROLE
As the Lead Secondary Engineer, you will be responsible for Control, Protection and Substation Automation Engineering and Design services during the proposal, engineering and construction stages of projects with strict adherence to the project contract for medium-voltage and high-voltage substation projects, both Air Insulated Switchgear (AIS) and Gas Insulated Switchgear (GIS) substation, Rail, Infrastructure, Data Center, Battery Energy Storage System and Wind offshore & onshore substation, including but not limited to 13.8 – 550kV range (future possibility up to 800kV) with an emphasis on project safety, cost, quality and reliability. EPC job value between 50-200 MUSD and business across North America.
KEY RESPONSIBILITIES
What will you do?
Primary Responsibilities :
The main purpose of this position is to plan, lead and execution of the Control and Protection Engineering for AIS and GIS substation projects.
Major Responsibilities :
- Evaluates, selects and applies standard techniques and procedures to perform Control and Protection engineering assignments.
- Review customer Request for Proposals / Quotations (RFPs / RFQs), and Linxon proposals to ensure conformance with the bid package by :
- Identifying and clarifying technical ambiguities and conflicts in the documents
- Identifying potential or probable risk during construction and installation
- Developing mitigation strategies for identified risks
- Work with the proposal team to ensure that the sub-contractor scope of work is clearly defined, that contract Terms & Conditions include appropriate flow downs, and that risks are properly allocated between Linxon and the sub-contractors
Validate Sub-Contractor Bids :
Analyze sub-contractor bid responses for inconsistencies, oversights and mistakesLead sub-contractor bid reviews to resolves bid response inconsistencies, oversights and mistakesProvide cost recommendations to the proposal team based on the bid review analysisOther Responsibilities
Notify the Head of Engineering and the Project Manager of any difficulties encountered in the engineering and design that may adversely impact safety, reliability, quality, cost, or schedule of the project deliverables, and provide recommendations for solutions.Prepare, update and support the project execution engineering activities in the schedule with emphasis on; On-time delivery, Quality of deliverables and Project costs.Develop the Design Criteria and the Document Deliverables list for the project.Provide substation project management support, including managing engineering scope according to technical contracts, equipment procurement, developing change orders, and maintaining project schedules.Adhere to Linxon quality processes and document control procedures to ensure design documents are complete and accurate.Experience in Change Management (including providing technical information to support variations)Prepare all technical documentation for the equipment specification as input to the purchase requisitions.Sound knowledge in SEL relays is must.Develop project communication architecture for the substation automation and SCADA system scope.Preparation of Protection Logics & Interlock diagram.Review Protection Single Line Diagrams, AC & DC schematic, cable schedule, termination schedule, Wiring Diagram, specifications and BoMs for the substation design packages developed by third party engineering in coordination with other disciplines.Sound Knowledge in Substation protection system Distance Protection, Differential Protection (High Impedance and Low Impedance), REF Protection and O / C & E / F Protections etcCalculations Relay Setting, CT & VT Sizing Etc.Auxiliary Power System design like Low Voltage AC Panel & DC Panel requirementsPreparation of signal list.Interface knowledge with Primary Equipment, Bay Controller Units / SCADA / RTU are essential.Utilize knowledge of the National Electric Code (NEC) and National Electrical Safety Code (NESC) and other US standards (IEEE, ANSI) to ensure that designs comply with the applicable standards.Knowledge of Mimic diagram, Alarm system, metering system, SAS etc.Responsible for obtaining customer approvals for the designs and drawings.Take part in customer meetings / site visits for design reviews and tender / project clarifications.Safety – Understand and follow Linxon OHS procedures and guidelinesSupport commissioning work at site, able to calibrate and configure testing equipment.Education / Licenses / Certification Required :
Bachelors of Engineering in Electrical Engineering and a minimum of ten (10) years of technical, commercial and construction experience on high voltage substation Engineering, Procurement & Construction (EPC) projects.Professional Engineering certification optional.Knowledge on NEC / NESC / ANSI / IEEE standards for substation engineering is desired.Experiences on Control and Protection Devices e.g. from SEL, GE, ABB, Siemens.Other Skills :
Clearly and effectively communicate with Sub-Contractor and Customer personnel in order to successfully collaborate, coordinate, and resolve project related activities and issues.Lead project teams and provide guidance to less experienced engineers.Travel is required; up to 25% both domestic and international.
