JOB OBJECTIVE: To identify insights, formulate and test ideas, and partner with stakeholders in City of Little Rock Departments to improve data quality, data collection systems, and data analytics relative to procurement activities.

These knowledge, skills, and abilities are usually, although not always, acquired through completion of four (4) years of college coursework in Business Administration, Economics, Information Technology, Statistics, Math, Computer Science, Physics, Finance, or a related field; one (1) year of professional-level experience in technical data analysis, data science, data warehousing, financial services or related for a large multi-departmental agency or organization, preferably in the public sector OR one (1) year of demonstrated experience supporting business operations in an analytics capacity to include experience in data management systems or related area OR one (1) year of experience in an Analytical role with a heavy focus on querying data, analyzing and presenting analyses to stakeholders across the organization. Equivalent combinations of education and experience will be considered.

Non-Uniformed NON-Union Eligible Full-Time Employees
Health Insurance (medical, dental, vision) - The City pays the eintire cost of employee only health insurance for the base plan. Higher levels of health coverage and dependent coverage is available at the employee's option; the City pays part of the cost of this additional coverage.
Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.
Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.
Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.
Retirement – Our 401a pension plan requires contributions by both the City and the employee.
Paid Time Off
Paid Time Off (PTO) Leave may be used for vacation, personal illness, funeral Leave/attendance, illness of a family member or other personal business.
Generous leave accruals with carry over capability.
Short-Term Disability Leave
Short-Term Disability (STD) can be used for extended personal illness requiring the employee to be absent more than three (3) days (with acceptable medical documentation).
All full-time non-uniformed non-union eligible employees earn STD at the rate of six (6) days per year.
After five (5) years of service, an employee will receive 2% of the STD account (maximum 1,000 hours) per years of service, upon termination of employment.
Longevity
Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year thereafter.

Essential Functions
- Identifies insights, formulates and tests ideas, and partners with stakeholders in City of Little Rock Departments to improve data quality, data collection systems, and data analytics relative to procurement activities.
- Develops and implements databases, data collection systems, data analytics and other strategies to optimize statistical efficiency and quality relative to procurement activities; collects and compiles information entered in the electronic procurement system; develops reports to review and analyze information to make recommendations to improve the efforts and increase the productivity and consistency of the Procurement Division and maximize the efficiency of the procurement system.
- Schedules and coordinates meetings with business and operational data owners to answer questions and provide information relative to procurement activities; coordinates efforts with team members to understand database structures and business processes.
- Interprets and analyzes data results using statistical techniques and provides ongoing reports; identifies, analyzes, and interprets trends and patterns in complex data sets; compiles information and prepares various narrative and statistical reports; interprets and analyzes data results using statistical techniques; builds tabular and/or visualization reports as needed; develops proactive data validation automation systems to identify data integrity issues.
- Develops queries to extract various information and data from primary and secondary data sources; establishes and maintains databases/data systems.
- Reviews, filters, and cleans data on computer reports, printouts, and performance indicators to identify and correct and code issues.
- Works with management to prioritize business and information needs.
- Conducts research and studies to stay abreast of best practices, capabilities, enhancements and trends relative to procurement to maximize the effectiveness and efficiency of the division activities; identifies and defines new process improvement opportunities.
- Compiles information and conducts qualitative analysis of proposals and bids received from suppliers in order to assist departments with procurement recommendations, communication of bid results, and assistance with vendor negotiations.
- Answers questions, provides information, and responds to concerns and complaints relating to procurement and contract activities; resolves complaints or refers concerns and complaints to the Procurement Manager for resolution.
- Conducts research and market surveys to identify various sources for services, products, equipment, and materials for City Departments while promoting minority, women, and local vendor participation; develops diversified sources for the procurement of goods and services and makes recommendations on procurement matters.
- Develops and maintains training materials and conducts training for City employees and vendors relating to the procurement process, guidelines, policies, procedures, and related information.
- Maintains hard copy and computer files and records with all support documentation in compliance with procurement policies and procedures.
- Operates a computer, utilizing database, spreadsheet, Power Point and word processing, software to prepare various narrative and statistical reports.
- Operates a City pool automobile in the performance of essential functions.
