Location : Little Tokyo Service Center (Downtown LA Office)

Compensation : $68,640-$75,000 / year (based on experience)

Hours : Full-Time, Salaried, Exempt

For over 40 years, Little Tokyo Service Center (LTSC) has provided a safety net of social welfare and community development services to empower people and communities in need. LTSC provides culturally and linguistically appropriate services to the Japanese American community in the Southland, builds multi-family affordable housing projects to uplift low-income neighborhoods of color throughout Los Angeles, and promotes equitable development and cultural preservation in the Little Tokyo neighborhood.

Summary of Duties :

LTSCs Homeless Service Programs provide long-term supportive services to individuals experiencing homelessness, through our Street Outreach and Intensive Case Management (ICMS) programs. that have been referred by the Department Health Services (DHS). Our service population includes both chronically homeless individuals and recently-evicted households, as well as individuals navigating chronic medical conditions, severe mental illness, and substance use disorders. We embody a collaborative, community-oriented response, by partnering with area stakeholders to provide compassionate care to unhoused individuals and encampments in our area, and formerly homeless individuals in our Permanent Supportive Housing sites.

The Program Manager ensures the successful delivery of high-quality by providing administrative oversight and supervisory leadership to the program staff through a hands-on, lead by example approach. The Program Manager is responsible for overseeing a range of day-to-day programmatic elements, including documentation and quality assurance, providing support to staff members, assisting with crisis response, supply inventory and ordering, In this role, you may be responsible for providing direct supervision to a team of case managers, ensuring that staff remain on top of client care, documentation, and paperwork, while training direct reports to uphold the highest standard of trauma-informed care. The ideal candidate for this role is an empathetic, compassionate individual with a passion for social justice, and someone who is looking to be part of the solution to end homelessness.

Responsibilities Include :

Supervision and Team Leadership

  • Provide clinical and administrative supervision to teams of case managers in two Permanent Supportive Housing buildings and one street outreach team, all in the downtown LA area.
  • Facilitate weekly team meetings and case consultation utilizing a trauma-informed care lens and harm reduction approach.
  • Assist with hiring processes and ensure staff are adequately trained and abide by all agency and department policies and procedures.
  • Ensure case management staff are linking clients to appropriate services and utilizing a "Whatever It Takes" approach, including assistance with locating and securing housing, connection to community resources, government benefits, medical, mental health, and substance use services.
  • Client Care and Crisis Management

  • Engage collaboratively with clients and participate in client care on an as-needed basis.
  • Assist with client crisis management and model excellent de-escalation strategies.
  • Be available to respond to emergency calls and situations with support from direct supervisor and agency leadership.
  • Assist in the screening, assessment, and enrollment of clients, including orientation to program policies, resources, and goals.
  • Program Administration and Compliance

  • Ensure all documentation, charting, and data collection for program clients is complete, timely, and accurate through ongoing audits of electronic databases and chart reviews; educate and coach staff on proper documentation protocol.
  • In coordination with the Director of Homeless Services, provide budgetary oversight of program administration and ensure program revenue and expenses are within the annual budget.
  • Assist with the completion and submission of program and contract reports as required by LTSC, DHS, LA Care, and other partners.
  • Collaboration and Representation

  • Collaborate with other internal programs, county agencies, service providers, and community partners to develop creative interventions focused on improving the safety and well-being of our most marginalized clients.
  • Represent LTSC within the community, at provider meetings, and at events.
  • Performance Management and Data Utilization

  • Utilize data to assess and manage program staff performance and participant outcomes, and make appropriate adjustments to ensure both staff and client success within the program.
  • Execution of some of the above duties may require driving or use of public transportation to provide services at satellite offices or in the field.
  • Qualifications, Experience, and Skills :

  • One year of experience providing direct supervision and training to entry-level case managers within the homeless services workforce
  • Three years of experience, preferred, providing case management or outreach services to vulnerable populations
  • Knowledge of LA County DHS Housing for Health system, including compliance and quality assurance expectations, CHAMP and HMIS databases, referral processes, and regional coordination efforts
  • Familiarity working with individuals experiencing severe mental illness and substance use
  • Familiarity with the social service and resource landscape throughout LA county and the city of LA
  • General understanding of homelessness as a social justice issue
  • Proficiency in computer applications, including word processing, spreadsheets, and internet research
  • Strong organizational and planning skills
  • Excellent interpersonal and communication skills for building relationships
  • Strong record-keeping skills for tracking metrics and participation
  • Equivalent education or experience can be substituted for all minimum qualifications, except when legal requirements, such as a license / certification / registration, are required.
