COMPUTER (NETWORK) OPERATOR III
Summary/Objective
The Computer (Network) Operator III processes a range of scheduled routines. In addition to operating the system and resolving common error conditions, this worker diagnoses and acts on machine stoppage and error conditions not fully covered by existing procedures and guidelines (e.g., resetting switches and other controls or making mechanical adjustments to maintain or restore equipment operations).

Company is a federal contractor under the McNamara-O'Hara Service Contract Act (SCA).
The McNamara-O'Hara Service Contract Act (SCA) covers prime contracts of over $2,500 entered into by the federal government and the District of Columbia in which the principal purpose of the contract is to furnish services in the U.S. through the use of service employees. The definition of "service employee" includes any employee engaged in performing services on a covered contract other than a bona fide executive, administrative, or professional employee who meets the exemption criteria set forth in 29 Code of Federal Regulations (CFR)

Primary Duties
- Mentors personnel in the positions of Computer Operator I and II.
- Performs introductory project management activities, mentored by supervisor.
- Provides technical support and troubleshooting for all Windows applications and any other authorized software applications for internal and remote users.
- Maintains, creates, and deletes user accounts.
- Assigns passwords and monitors use of resources.
- Manages file backups as required and responds to management requests for information.
- Handles installation and configuration of Windows, Office, Outlook, and other software, as required.
- Provides help desk and network support for all Company clients, including internal and remote users.
- Performs maintenance and problem-solving activities for all company hardware.
- Installs software and hardware as required.
- Creates and maintains inventory for all hardware and software.
- Ensures the collection, inventory, maintenance, and replacement of all remote user laptops.
- Keeps technology knowledge up to date.
- Protects the confidentiality of patient information through compliance with the Health Insurance Portability and Accountability Act (HIPAA) and the Health Information Technology for Economic and Clinical Health Act (HITECH).
- Attends annual security awareness, rules of conduct, and conflict of interest training.
- Monitors compliance with internal controls for information systems security, including confidentiality and non-disclosure policies.
- Documents all monitoring activities via e-mail when interacting with external third-party information technology vendors as a contact person, supervisor, or co-worker.
- Resolves problems. In response to computer output instructions or error conditions, the Computer (Network) Operator III may deviate from standard procedures if standard procedures do not provide a solution.
- Refers problems which do not respond to corrective procedures to a person of supervisory or higher individual contributor level.
- Performs other duties as assigned.
Essential Knowledge:
- Installing and managing a Microsoft Windows network.
- Installing and administering Microsoft Windows workstations.
- Some experience with networking components (e.g., routers, switches, and firewalls).
- Experience troubleshooting personal computers (PCs), servers, and laptops.
- Experience with a phone system is a plus.
- Two or more years combined experience in a helpdesk support or network administration position, including PC maintenance.
- Excellent organizational and communication skills, both written and oral.
- Two to four years of experience.
- Bachelor's Degree can be substituted with two more years of experience.
- Experience with Microsoft Active Directory.
- Experience with managing e-mail system.
- A preferred.
- Nortel Phone system.
- Working knowledge of Windows.
- Working knowledge of UNIX preferred.
- Working knowledge of Microsoft Office Suites.
- Ability to work independently.
- Ability to work in group settings with clients and staff.
