The incumbent in this position provides administrative support to the Director of Nursing Service and engages in the supervision of professional and para-professional nursing staff.  The incumbent will exercise independent judgment and discretion and may act as the Director of Nursing Service in his/her absence.  The work is performed under the general supervision of the assigned supervisor.  An Assistant Director of Nursing does related work as required.
  • Assists nursing staff with nursing problems and neighborhood management and related activities, including activities related to discipline and training as necessary;
  • Assists in the formulation and execution of policies and procedures governing the nursing service;
  • Assists in the evaluation of staff;
  • Assists in administering the steps of progressive discipline in the nursing department;
  • Coordinates the schedule of nursing staff;
  • Supervises staff to maintain high standards of professional nursing care;
  • Collaborates with medical staff in providing adequate nursing services;
  • Ensures that proper records are kept by establishing guidelines and providing training to employees as needed;
  • Prepares a variety of records and reports related to nursing services;
  • Participates in or conducts official investigations of staff or resident issues and prepares reports regarding same;
  • Assigns and performs tasks as needed for quality assurance and regulatory compliance;
  • Coordinates the service rendered by non-nursing departments of the facility in the interest of effective management and resident welfare;
  • Promotes and maintains professional relationships with residents, their relatives and friends;
  • Responsible for tasks within the nursing department which may include, but not be limited to, infection control, medication error monitoring, skin integrity protocol, accident/incident reviews;
  • Communicates in-service and training needs of the nursing department;
  • Responsible for monitoring attendance of nursing employees, notifying the Director of Nursing Service of any attendance problems, and carrying out corrective or disciplinary measures as instructed by the Director;
  • Assists in the preparation of the nursing department budget;
  • Serves as liaison to medical service consultants;
  • Acts as Director of Nursing Service in his/her absence, or as directed; and
  • Performs other related duties as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of professional nursing techniques and their relation to medical and surgical practices and skills and their application; good knowledge of modern principles and practices of nursing administration; good knowledge of clinical neighborhood management and supply distribution practices; good supervisory skills; ability to maintain confidentiality; ability to secure the cooperation of others; ability to establish and maintain effective working relationships with others; ability to plan, direct, supervise and accept responsibility for the work of others; ability to understand, follow and carry out technical oral and written instruction; ability to communicate effectively both orally and in writing; good judgment; thoroughness; sympathetic attitude toward the sick and elderly; physical condition commensurate with the demands of the position.Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment:

Training/Education 
  • Possession of a Bachelor’s degree[1] from a New York State or regionally accredited college or university in Nursing.
  • Possession of an Associate’s degree from a New York State or regionally accredited college or university in Nursing.
General experience 
  • Two years of full-time, paid experience in professional nursing.
  • Four years of full-time, paid experience in professional nursing.
Supervisory experience 
  • One year of the above experience shall have been in a supervisory role for a group of subordinates in acute, rehabilitative or geriatric nursing.
  • One year of the above experience shall have been in a supervisory role for a group of subordinates in acute, rehabilitative or geriatric nursing.
License/Certification 
  • Licensed by New York State to practice as a Registered Professional Nurse.
  • Licensed by New York State to practice as a Registered Professional Nurse.

Part-time service will be given prorated credit toward experience requirements.  
[1] A higher degree is also acceptable.
Appropriate professional licensure must be maintained in good standing throughout employment.
 
PROVISIONAL APPOINTMENT NOTICE:
An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department.

NOTE:  Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.
