What are the responsibilities and job description for the Planner- NY HELPS Program-Local position at Livingston County?
This is the entrance level of professional planning work in the Livingston County Planning Department. The work is performed under the direct supervision of the Deputy Planning Director and the general supervision of the Planning Director and may initially consist of basic professional assignments in keeping with the job level. Assignments may increase in complexity and responsibility as an employee increases in professional competence. The duties may be performed in either the office or the field. The incumbent may supervise clerical or other non-professional personnel and student interns. Incumbent must be willing to attend and participate in evening meetings. A Planner does related work as assigned.
Part-time service will be given prorated credit toward experience requirements.
NOTE: Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.
SPECIAL NOTE: This is a position in the non-competitive class. An appointee will attain permanent competitive status as a Planner, without examination, upon the HELP Program ending and one year of service with satisfactory ratings.
- Provides technical assistance to municipalities that are preparing community comprehensive plans, zoning laws, subdivision regulations, and other land use regulations;
- Participates in studies involving research, investigation, and analysis of sociological, economic, and environmental factors related to municipal, regional, and community planning;
- Collects, tabulates, and analyzes data on census statistics for use in population, housing, and land use reports;
- Performs studies relating to open space, parking, traffic, and other community facilities for municipalities and other sub-divisions of government within the county;
- Prepares charts and layouts to scale and other graphic materials;
- Obtains and collates statistical data relative to capital improvement programs concerning such subjects as tax base, elements of municipal indebtedness, and sources of revenue;
- Participates in meetings with civic and business leaders, village and town boards, and planning committees to determine regional and community planning needs;
- May assist the Planning Director and Deputy Planning Director with preparing grant applications and grant implementation;
- Reviews and critiques requests for zoning variances, land use changes, and subdivision plans, and assists in redesigning the residential, commercial, or industrial components to conform to the municipality's zoning and subdivision requirements;
- Performs miscellaneous office work and maintains records of the Planning Board's activities;
- Prepares maps and analyzes geographic data using geographic information system computer hardware and software;
- Answers requests for information from the public and other County departments;
- May supervise staff and student interns; and
- Performs other related duties as assigned.
