What are the responsibilities and job description for the Principal Account Clerk position at Livingston County?
This is highly important account keeping work involving responsibility for planning and overseeing complex account keeping activities and independently performing the most important phases of such work. Employees in this position may perform double entry bookkeeping. Work is performed under general supervision and in accordance with outlined policies and procedures but it calls for the frequent exercise of independent judgment. Difficult technical or policy problems are referred to a supervisor for decision or review of judgment where recommendations are initiated. Supervision is exercised over subordinate personnel. A Principal Account Clerk does related work as assigned.
Part-time service will be given prorated credit toward experience requirements.

PROVISIONAL APPOINTMENT NOTICE: An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. - Operates a computer in performing the duties described below;
- Plans, assigns, and reviews the maintaining and checking of a wide variety of financial records, billing processes, and reports and instructs employees in the specialized details of this work;
- Oversees and assists in the classification of a complex variety of receipt and expenditures and the distribution of costs according to prescribed codes;
- Directs the audit of varied accounts, claims and records and the preparation of reports thereon;
- Takes charge of the compilation, preparation and analysis of a variety of complex financial and statistical records and reports;
- Assists in the preparation of annual operating budgets and ensures the maintenance of necessary financial controls;
- Is responsible for receiving and accounting for large amounts of money in payment for a variety of bills, taxes and related obligations;
- Revises, systematizes and installs account-keeping and billing processes methods and procedures;
- Reconciles ledgers of revenue received with bank statements;
- Supervises clerical and fiscal staff;
- May supervise the preparation of bills, purchase orders and the securing of bids from vendors;
- Conducts correspondence in connection with financial matters; and
- Performs other related duties as assigned.

[1] A higher level degree in the specified area of study or a related field is also acceptable.
[2] Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. [3] A related field of study is one in which the applicant successfully completed at least 9 credit hours in accounting and/or math. Successfully completed means the applicant achieved a grade of at least 2.0.
[4] For the purposes of these minimum qualifications, bookkeeping is a higher level than an account/audit clerical position, an accounts receivable position or an accounts payable position.
NOTE: Livingston County residency is not a requirement for this position.
