General Summary

The purpose of this position is to provide maintenance leadership and direction for programs funded by Federal, State, County, and local resources. The Maintenance Supervisor will be responsible for planning, organizing, directing, and control functions of the Housing Maintenance Division and Community Development Block Grant Rehabilitation programs.

Supervision is reflective of the ability to lead and motivate maintenance staff in both maintaining and modifying Housing Commission goals.

Supervisory Responsibilities

Supervision exercised is over maintenance staff and interns. Monitors the procurement policies of the City of Livonia and Livonia Housing Commission.

Essential Job Functions

1. Interpret, implement, and administer the policies of the board of Commissioners and all federal, state and city housing policy and regulations.

2. Assist with the preparation and presentation of policy documents to be reviewed and acted upon by the Board of Commissioners and City of Livonia.

3. Determine the appropriate course(s) of action related to adopted policies and procedures.

4. Maintain awareness of federal and state regulation changes. Update, revise, implement, and amend program guidelines.

5. Prepare specifications; conduct pre and post inspections; coordinate contractor rehabilitation activities; prepare contracts; preliminary invoice approval; budget line item oversight, assist with homeowner evaluation for project.

6. Oversee the building and grounds maintenance and cleaning; systems inspections (contractor); building renovations; emergency maintenance management of all Livonia Housing Commission and CDBG properties.

7. Educate property owners about lead based paint, mandated testing, and owner LBP paperwork, and discuss occupant and work site protection related to lead paint work safe practices.

8. Approve change orders, coordinate with city inspectors for final inspection, generate itemized punch lists, verify permits, obtain, and approve final billing, obtain final paperwork from contractor (sworn statements, waiver of liens and all warranties).

9. Supervise Davis-Bacon and Prevailing Wage projects. Conduct contractor interviews and review payroll certifications.

10. Perform annual environmental reviews on Community Development and Capital Fund projects.

11. Provide regular status reports to the CDBG Loan Committee Review Board and Livonia Housing Commission Board.

12. Maintain contractor database. Actively solicit and recruit certified minority and woman business enterprise contractors.

13. Represent the agency and maintain liaison with regulatory agencies, local officials, and community-based organizations, interpreting and explaining the agency's programs, policies, services, needs and other matters of mutual interest.

14. Attend on a consistent basis: meetings, conferences, seminars to gain knowledge of new and improved housing/community development programs.

15. Assist the Executive Director with preparation of reports for internal and external use.

16. Monitor Housing Commission maintenance operations and assure timely submission of Public Housing, CDBG, and City of Livonia reports and audits.

17. Provide NSPIRE inspections when required.

18. Monitor and evaluate routine/emergency property maintenance reports for accuracy and completion.

19. Assist with the final review and approval of all physical work and modernization improvement programs.

20. Schedule and manage the on-call maintenance schedule.

21. Create and monitor a preventive property maintenance schedule for all housing properties.

22. Order and maintain inventory of maintenance supplies.

23. Work with property managers and finance manager to monitor maintenance budget and capital improvements.

24. Receive bids for board approval and execute contracts for work by others and monitor work in progress for compliance with contractual provisions.

25. Authorize expenditures and purchase orders in compliance with board policies.

26. Assist the Executive Director with writing of proposals and grants.

27. Serve as a member where appropriate on essential internal and external committees.

28. Ability to maintain and enforce confidentiality in all assignments.

29. Oversee the Building Trades Program and LPS Student Intern Program.

30. Receive calls through work order line and enter work orders into work order system.

31. Be the point person for reasonable accommodation requests from residents in living facilities.

32. Responsible for maintaining compliance with OSHA regulations.

Required Knowledge, Skills, and Abilities

1. Must have widespread knowledge of residential construction (structural, plumbing, heating, and electrical) techniques and maintenance, building materials, energy conservation and weatherization.

2. General knowledge of state barrier free and Americans with Disabilities regulations.

3. Extensive knowledge of state building and residential property maintenance codes.

4. Must have knowledge of MI Occupational Safety & Health Administration regulations and be able to implement work safety standards.

5. Ability to establish and maintain effective working relationships with staff members, community leaders and regulatory agency administrators.

6. Ability to prepare and issue clear and concise instructions, either verbally or in written form.

7. Ability to research and gather essential data relating to housing development / management / maintenance issues.

8. Working knowledge of governmental regulations.

9. Ability to understand blueprints, engineering drawings and technical documents.

10. Construction contract negotiations and specifications.

11. The operation of personal computers and various software applications: Word, Excel, Outlook.

12. Available community resources and services.

13. Supervise and evaluate the work of subordinate personnel.

14. Plan, organize, and set priorities.

15. Interact with different departments within the organization.

16. Communicate effectively, both orally and in writing.

17. Make public presentations to the City Council, Housing Commission, and other city staff and civic organizations.

Physical Effort and Working Conditions

The primary duties of this job are performed in a general office environment.

Personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly, sit or stand for long periods of time, and lift at least 75 pounds.

Minimum Qualifications (Education/Experience)

Must have High school diploma or a GED. Bachelor's Degree in Construction Management, Public Administration, Business Administration, or a related field is strongly preferred. Five (5) years of experience in the government industry is desired. Must have or be willing to obtain within a 6 months a State of Michigan Builder’s License. Must have or willing to obtain within 6 months a Lead Based Paint State of Michigan Certified Inspector’s License. Must have or willing to obtain MIOSHA State of Michigan certified training. Requires demonstrated ability to interact with diverse populations, low income families, elderly, disabled, and communicate effectively with contractors, landlords, staff, and visitors in a variety of situations. Must be able to plan, organize and make sound judgements and decisions, and perform basic mathematic computations with accuracy. Possess general knowledge of computers including Excel, Word, and Outlook.

Other Requirements

Must be able to pass a pre-employment physical and a drug screening test administered by the Livonia Housing Commission or the appointed designee. Valid Michigan driver’s license (unrestricted).
