Full-time position for a candidate possessing a detailed understanding of the Florida Department of Transportation (FDOT) construction contract documents, and CEI consultant processes and procedures. Primary focus is management of FDOT and local government agency construction contracts for transportation projects, including but not limited to roadway, highway, bridges, and other structures. Projects may involve utilities, stormwater pollution prevention, temporary traffic control, lighting, signalization, drainage, asphalt and concrete pavement, ITS, earthwork, excavation, and other improvements.
General Responsibilities:
- Read and Interpret contract plans, specifications, shop drawings, permits and other contract documents
- Exercise initiative and independent judgement in evaluating and addressing issues
- Supervise subordinate inspectors responsible for monitoring work quality and performance
- Review project activities with contractors and work to resolve disputes and other project issues; escalate issues to supervisor in a timely manner when needed to gain resolution
- Receive general instructions regarding assignments from the CEI Project Administrator
- Perform material testing and inspection and prepare documentation for acceptance of the Contractors’ materials and quality of workmanship
- Review/coordinate and provide input regarding RFIs and technical submittals
- Organize, communicate with, collaborate with, and provide input and direction to subordinates and other team members (LJA employees and subconsultant employees) based on understanding of the project and scope of services. Other team members include but are not limited to your supervisor, Sr. Project Engineers, Inspectors, Contract Support Specialists and Resident Compliance Specialists.
- Assist in all phases of construction, and coordinate and collaborate with contractors and the Clients.
- Assist in preparation/review of progress and final estimate documentation, construction contract modifications, project documentation, resolution of failing tests for materials acceptance.
- Assist in the review of plans and other construction documents, and in the preparation of written proposals and oral presentations.
- Perform other duties as assigned
Required Education:
- High school diploma
- CTQP Qualifications: Final Estimates Level 2 (required); QC Manager (required); Asphalt Level 2 and/or Earthwork Level 2 (may be required)
- Certifications: FDOT Advanced MOT
- Critical Structures Construction Issues Self Study Course, and submit the mandatory Certification of Course Completion form (for structures projects)
Required Experience:
- Strong communication skills
- Ability to build strong relationships
- Six (6) years of responsible and related engineering experience, two (2) years of which involved construction of major road or bridge structures.
- Supervision and responsible charge of two or more CEI Inspectors and other team members in performance of their CEI duties
- Valid Driver’s License and clean driving record
- Ability to perform mathematical calculations, and have a working knowledge of Word and Excel
- Knowledge of and interpretation of FDOT specification and standards
Physical Requirements:
- Driving to and from various outside meetings
- Intermittent standing, bending, sitting, walking, squatting, climbing, kneeling and lifting.
- Frequently lifting and/or moving density/moisture gauges and other testing equipment, and materials samples.
- Working near equipment and machinery, traversing uneven ground, climbing ladders, exposure to dust, noise, weather, and potential work at heights
