Pay Rate
$325,560 - $414,984 Annually

Job Description
We have an opening for a Design Physics (DP) Deputy Division Leader (DDL) to work with all aspects of Division leadership and management. The Design Physics Division is a scientific organization of approximately 280 people. The Division provides the discipline expertise for nuclear weapon related design physics which includes primary and secondary nuclear design, ICF design, hydro experiments and the development of major weapon simulation codes. You will work closely with the Division Leader (DL) on all aspects of leading and managing the Design Physics Division to provide discipline expertise to Strategic Deterrence (SD) and other LLNL programs. You will work with the Associate Division Leaders (ADLs) and the DL to address workforce issues and manage recruiting, awards, staff development, and succession planning. You will be a member of the Design Physics Division senior management team, support broader SD initiatives, and be available for direct tasking on high priority projects for the Division/Directorate, including assisting senior management with the evolution of Performance Management and Job Restructuring. You will interact with all levels of management both within LLNL and external to the Laboratory. This position is in the Strategic Deterrence Directorate.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.
In this role, you will
- Develop and implement a framework for the strategic planning, development and achievement of Division and SD deliverables, working closely with the Division Leader (DL) and the senior management team.
- Manage and communicate objectives, accomplishments, and plans to Division workforce and assist in ensuring LLNL programs are provided the needed discipline expertise.
- Develop organizational strategies including determining the long-term goals of the Division with the management team.
- Develop relationships with the relevant LLNL programs to determine staffing requirements and then recruit new talent and strategically invest in Division personnel to foster an agile, motivated, and well-trained workforce, ensuring the highest quality personnel are recruited and retained.
- Provide consultation to the DL and the ADLs in addressing workforce issues and ensuring effective staff development, promotion, succession planning and recognition.
- Participate in personnel-management activities, including hiring and promoting, ranking sessions, the salary-management process, dealing with personnel issues that arise, and the writing of performance appraisals and directly supervising a group of executive level management (TSM1 and/or TSM2 Technical Managers)
- Mentor and coach both technical and support staff members and ensure Division-wide mentoring opportunities are available.
- Represent the Division Leader across a broad range of issues in a variety of governmental and academic environments, internal and external meetings, working groups, and special assignments, including preparing and giving presentations.
- Develop and manage effective relationships with internal/external stakeholders.
- Responsible for the general oversight and personal commitment to the goals of Integrated Safety Management, Integrated Safeguards and Security Management, compliance with all ES&H regulations, good business practices, diversity, and equal opportunity.
- Perform other duties as assigned.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
- PhD in physics or a related technical field or equivalent level of demonstrated knowledge.
- Experience in Design Physics Division relevant physics and familiarity with LLNL programs.
- Demonstrated extensive leadership and management skills in a high technology research and development environment.
- Extensive experience managing and leading a large technical organization.
- Demonstrated comprehensive knowledge of managerial practices, and expertise in strategic planning and organizational dynamics.
- Demonstrated advanced problem solving, analytical, technical, organizational, and management skills necessary to independently advise, recommend, and approve appropriate actions and implement solutions.
- Extensive experience in decision-making based on aggregate information and the recommendations of others that significantly affect the ability of the organization and Laboratory to achieve its overall objectives and long-range goals.
- Expert communication skills, both written and verbal, necessary to effectively explain, present, negotiate, advise, and influence all levels of management and government officials.
- Extensive experience sustaining productive relationships with other divisions, directorates, laboratories, and external stakeholders, such as NNSA management, other institutions across the DOE and DoD enterprise, and external advisors and reviewers.
- Demonstrated ability to delegate effectively and to lead, motivate, and build complex interdisciplinary teams to work toward programmatic and institutional goals.
- High degree of integrity, maturity, discretion, and judgment.
- Ability to maintain a strong safety and security culture in the workplace as a priority while simultaneously meeting Divisional and institutional deliverables and requirements.
- Familiarity with LLNS and Department of Energy policies and procedures.
