SUMMARY

The Regional Manager is responsible for the management of a portfolio of apartment and townhome communities. This person is focused on the financial performance of each community, ensuring it is properly staffed and managed to provide an optimal return to the investors. Additionally, this employee also has specific training and experience to oversee multiple managers and provide guidance on operating and financial issues to those managers.

ESSENTIAL DUTIES AND RESPONSIBLITLIES

  • Hire, train, and supervise a portfolio of community managers. Generate enthusiasm, spirit, and loyalty amongst the team and maintain a good line of communication. Meet with them weekly, providing exceptional coaching and mentoring.

  • Ensure that all staff members provide the highest level of service to residents.

  • Conduct quarterly audits of properties ensuring company policies are being followed and enforced.

  • Provide timely annual reviews to all direct reports, and ensure direct reports are completing their annual reviews timely.

  • Meet budgeted income, expense, and leasing goals for the portfolio.

  • Work with owner/investment partners to maintain and improve the value of the assets.

  • Oversight of the annual budget process for each community.

  • Review the financial operations of each property manager on a monthly basis and provide monthly reports to the owners no later than the established target dates.

  • Evaluate market conditions with each property manager to determine unit prices in accordance with the market and budgeted goals.

  • Assist each property manager in the development of an annual marketing plan and conduct marketing reviews on a periodic basis.

  • Be attentive to all properties needs for signage, brochures, curb appeal, and all operation concerns.

  • Develop effective marketing and leasing activities to achieve the highest occupancy level possible at each site.

  • Make safety a top priority and bring all safety concerns to the safety director.

  • Approve & manage all capital projects and major concerns.

  • Be thoroughly knowledgeable of, comply, and enforce in a fair and equitable manner all company operating and personnel policies, procedures, rules and regulations. Resolve and/or reach a compromised solution to personnel and operational problems which arise from assigned properties in a timely, accurate, compassionate and professional manner.

  • Maintain and demonstrate professional and technical knowledge by attending seminars, educational workshop training sessions; reviewing professional publications; establishing personal networks; participating in professional societies; becoming involved in community events and always representing the company in a positive professional manner. Ensure continuing education and training requirements are being met.

  • Conduct annual reviews for supervised employees and make recommendations for compensation adjustments to the VP of Property Management.

  • Coach staff to study and investigate areas such as quality improvement, cost reduction, method improvements, and equipment maintenance. Empower staff to make day-to-day decisions for the property that follow our outlined standards.

  • Monitor that established occupancy targets are reached and maintained for each assigned property. Provide guidance to managers in coordinating resident relations, resident organizations and retention programs.

  • Supervise and control the operations of designated properties in a cost-effective manner. Oversee that established receivable targets are reached and maintained for each assigned property, while ensuring financial stability of respective complexes.

  • Provide guidance to ensure that each development is properly maintained and that all necessary repairs, improvements, etc. are completed in a prompt, cost-effective and appropriate manner.

  • Plan, develop, and oversee all aspects of necessary capital improvements at each assigned property by working with vendors in the preparation of bid specifications.

  • See that each property is managed in compliance with company policies and procedures are followed to maintain standards for safety, quality, and overall company and tenant satisfaction. Ensure they are managed in compliance with all local, state, and federal laws and the rules and regulations of all funding authorities, management agreements, etc.

  • Enforce that each assigned property, its work areas, equipment, tools, buildings and grounds are maintained in the very best of condition at all times, including inspecting damage and handling insurance claims.

  • Work with the property manager (if needed) to handle and resolve resident complaints and inquiries in a timely and professional manner ensuring that a “win-win” solution results and that both the resident and the company are satisfied with the outcome.

  • Keep respective developments in compliance with Regulatory Authority rules, Low Income Housing Tax Credit Program, HUD Section 8, and HOME etc. Ensure annual and interim re-certifications are processed on a timely basis in cooperation with LPM Compliance.

  • Conduct quarterly site visits and inspect all reported vacancies followed by submitting reports to VP of Property Management.

  • Perform all other duties assigned and those that may be necessary to achieve company and departmental goals.

SUPERVISORY RESPONSIBILITIES

Directly supervise property managers. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, developing, and training employees with assistance from human resources; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Bachelor’s Degree preferred in related field; and/or 3-7 years of equivalent experience in Property Management.
