Responsibilities

LISC is seeking a Senior Program Officer to work as part of a dynamic team that is focused on building upon LISC's historical success and leadership in health equity while elevating the program to a new scale and scope. The Senior Program Officer will play a key role in managing grant programs, stewarding relationships with internal and external partners, and contributing to the evolution of LISC's investments to advance health equity.

Responsibilities include :

  • Help lead the ongoing development and refining of the Health team's strategy, which prioritizes cross-sector partnerships between the community development, healthcare, and public health sectors, and which champions successful program models that address the social determinants of health.
  • Manage major grant programs for the Health team, with a primary focus on initiatives that expand access to healthy food, transportation, and other neighborhood and social resources fundamental to attaining the highest level of health for all. Activities include leading program design and implementation, serving as project manager, engaging with community-based partners to negotiate grant agreements and deliver technical assistance, identifying and executing process improvements as needed, managing spending against budgets, ensuring grant compliance, and drafting reports and other communications.
  • Work with the Health Program Director to manage health care partnerships to ensure successful field implementation, stewardship of key relationships, communication of successes and ongoing documentation and dissemination of lessons. Includes serving as project manager and coordinator across LISC units involved in various aspects of implementation of both grant programs and investments (loans to LISC from health care entities that we reinvest in community development projects) focused on economic development, affordable housing or other social determinants of health.
  • Serve as a translator or bridge between the community development, healthcare, and public health sectors, helping to uncover opportunities for partnership that bring value to the communities LISC serves such as grant resources, debt capital with favorable terms, more accessible clinical services or other benefits.
  • Thoughtfully and systematically engage local and rural LISC colleagues to enhance the Health team's understanding of community health priorities and provision of responsive and proactive resources, connections and technical support.
  • Facilitate cross-team collaboration with LISC staff involved in implementation of health equity program strategies, including but not limited to colleagues in the following business units : Community Research and Impact, Strategy and Innovation, Market Excellence, Lending, and other National Programs teams.
  • Provide technical assistance to LISC teams and community-based partners on ways to advance health equity through community development and forge partnerships with health care and public health leaders.
  • Lead the development and dissemination of resources (i.e., how-to guide guides, case studies, briefs, articles, and other materials) by drawing on content expertise of Health team, local LISC offices, partners, and national best practices.
  • Work with the Health Program Director to cultivate new funding prospects, including writing concept notes and proposals, participating in meetings with prospective funders, and raising resources for LISC and community partners.
  • In collaboration with the Program Director and other Health team members, develop and execute a national communications strategy to amplify LISC's work around health equity, including contributing to content for the LISC website and external publications and working with LISC's National Communications team to amplify successes from Health team programs.
  • Help advance LISC's policy efforts around health equity in collaboration with the Health Director and Policy team.
  • Gather and synthesize information to support program and partnership development for the Health team, including supporting the team's continued learning and adoption of DEIJ values and strategies.
  • Represent LISC and the CDFI industry in external forums related to health and community development including conferences and meetings of health care associations and health policy coalitions.
  • Participate in organization-wide learning, meetings and events.
  • Other special projects and duties as assigned.
  • Qualifications

  • Bachelor's degree from an accredited college or university is required. Advanced degree in community development, healthcare administration, public administration or policy, public health or a related field
  • Minimum five (5) years of professional experience in community development, public health or related field, and familiarity with CDFI tools for community investment or requisite relevant work experience
  • Strong understanding of intersections of healthcare and community development, health inequities, wealth and opportunity, and commitment to advancing LISC's mission accordingly.
  • Highly motivated individual who is self-directed, able to successfully work simultaneously on multiple tasks and projects, and be a positive, solution-oriented professional.
  • Strong project management skills including ability to manage budgets and task timelines.
  • Experience with grant monitoring and compliance and with analyzing data and research reports for program development.
  • Experience in fundraising including writing proposals and developing budgets.
  • Commitment to accuracy and attention to detail; ability to write clear and concise business communications such as memos, reports and meeting summaries.
  • Exceptional oral and written communication skills; ability to represent LISC effectively in external meetings with community and philanthropic partners.
  • Superior interpersonal skills and the ability to work independently with minimal supervision as well as collaboratively with diverse co-workers and
  • High level of proficiency in Microsoft Office Suite of programs, particularly Outlook, Word, Excel and PowerPoint. Experience using Smartsheet software preferred. Candidate must also have the capacity to learn and navigate new software required for all LISC employees and for specific program initiatives.
  • National travel will be required, ~15% yearly.

    LISC offers a competitive salary ($74,800-$93,500) and an excellent benefits package.
