Loch Harbour Group is seeking a Military Analyst to provide support in the development and execution of program management processes and strategies, ensuring alignment with Army Capabilities Integration and Development System (ACIDS) and Joint Capabilities Integration and Development System (JCIDS).
Key Responsibilities:
- Provide program management expertise in the development of MC component systems, Army C2IS, and Joint C2IS.
- Collaborate with materiel developers, capability developers, and test communities to assess capability development initiatives.
- Develop and refine JCIDS documents, including capabilities requirements and process improvements.
- Apply knowledge of Agile or comparable Project Management methodologies to enhance program development.
- Ensure compliance with JCIDS processes, DoD Architecture Framework, and AFC/FCC policies and guidance.
- Support Army modernization initiatives and participate in Army experimentation and capability development efforts.
- Coordinate and contribute to Integrated Concept Development Teams (ICDTs), Integrated Product Teams (IPTs), and Joint C2 workgroups.
- Develop reports, assessments, and other documentation related to program management activities.
- Identify and implement process improvements to optimize capability development integration.
- Maintain compliance with contractor identification requirements, including documentation and workspace marking.
Requirements
- More than 10 years of relevant experience demonstrating a strong knowledge of military operational frameworks, program management, and capability development and integration.
- Minimum of three years of experience working as a Military Analyst in a JCIDS role.
- Operational experience (e.g., as a member of a Brigade-level or higher organization) with familiarity using MC component systems, Army C2IS, and Joint C2IS.
- Background expertise working with, or in coordination with, materiel developers (e.g., Program Executive Office (PEO) or PM offices), capability developers (e.g., ACM MC/CP, MC CDID, AFC, Central Technical Support Facility (CTSF)), or test communities.
- Familiarity with Army C2IS and Joint C2IS and their implementation within military structures.
- Experience coordinating with Program Executive Offices (PEO), Program Managers (PM), Army Futures Command (AFC), and other key stakeholders.
- Expertise in JCIDS documentation development and understanding of the policies governing capability development.
- Knowledge of the DoD Architecture Framework (DoDAF) and its applications.
- Certification in Agile or comparable Project Management methodologies (or willingness to obtain certification funded by the contractor).
- Active Secret Clearance required.
Travel Requirements:
Travel may be required up to two times per quarter
