KOA is seeking a highly motivated and experienced Construction Manager - PM to join our team. This position offers an exciting opportunity to contribute to multiple municipal projects for various clients, assisting in the development and implementation of innovative solutions.
Requirements:
- Proven experience (minimum of 15 years) in transportation infrastructure construction, with a track record of successfully delivering horizontal construction projects while prioritizing safety, quality, and adherence to deadlines and budgets.
- An in-depth knowledge and understanding of construction methods, disciplines, materials, and techniques applicable to various types of horizontal construction projects and civil infrastructure.
- Excellent communication skills to liaise with City staff, engineers, and construction teams effectively. Foster a work environment where collaboration, teamwork and shared goals are emphasized.
- Oversee and coordinate the work of construction teams, including subcontractors, tradespeople, and site personnel, providing direction, support, and performance management.
- Collaborate with team members, supervisors, and subcontractors to ensure effective communication and coordination of construction activities.
- Capacity to identify and resolve project-related problems and challenges as they arise, making timely and informed decisions to keep the project on track and achieve desired outcomes.
- Ability to identify cost-saving opportunities without compromising the quality or integrity of the project. Suggesting alternative materials or methods to optimize costs.
- Ensure that all construction work meets quality standards and adheres to safety regulations, building codes, and environmental guidelines through regular inspections and oversight.
- Understanding of building codes, safety regulations, and legal requirements related to construction to ensure projects comply with all necessary standards and regulations.
- Read and interpret blueprints, diagrams, and schematics to understand project specifications and assist in the accurate execution of construction tasks.
- Develop and manage detailed project plans, including schedules, budgets, and resource allocation, to ensure timely and cost-effective project completion. Maintain complete project records for all aspects of project performance.

- Monitor project budgets, track expenses, and control costs to ensure the project remains within financial constraints, including preparing financial reports and forecasts. Utilize city or stakeholder preferred budget tracking and project control systems.
- Negotiate and manage contracts with clients, suppliers, and subcontractors, ensuring compliance with terms and conditions and resolving any disputes or issues that arise.
- Ability to prepare detailed RFP bid packages for the local government public bid process, identifying all tasks, deliverables, and milestones expected from the contractor.
Education
- Technical education in civil engineering or construction management preferred but not required.
- Registration as a Professional Engineer in California preferred but not required.
The salary range for this position is between $150,00K and $185,000K per annum, based on experience and qualifications.

Work Environment
