Job Summary:

The Grant and Capital Improvement Program (CIP) Manager will lead the planning, development, and administration of grant applications and capital improvement projects for FAA- and State-funded airport initiatives within the National Aviation Practice. This position requires collaboration with diverse internal and external stakeholders, ensuring full compliance with FAA and State regulations

Key Responsibilities:

Grant Management:

Prepare and submit annual Federal and State grant applications, adhering to FAA/State guidelines and deadlines.

Stay informed about emergency funding opportunities that align with client needs and project goals.

Ensure grant applications comply with approved Capital Improvement Program (CIP) and Airport Improvement Program (AIP) plans.

Oversee grant expenditures to maintain compliance with federal/state regulations.

Prepare and submit reimbursement/drawdown requests for applicable state and federal grants.

Compile and submit all necessary documents for grant closeout processes.

Capital Improvement Program (CIP) Management:

Develop, update, and manage five-year Capital Improvement Program (CIP) plans and the National Plan of Integrated Airport Systems (NPIAS) for National Aviation Practice clients. Tasks include compiling Overall Development Objective (ODO) forms, exhibits, and engineering estimates.

Collaborate with Lochner state leads, project managers, and airport sponsors to identify and prioritize projects.

Ensure all projects are reflected in current Airport Layout Plans (ALP) by coordinating with Lochner airport planners and sponsors.

Work closely with Lochner airport planners and environmental staff to verify and complete required environmental clearances.

Compliance and Reporting:

Ensure all projects adhere to FAA regulations and meet grant assurance requirements.

Prepare and submit all necessary reports and documentation to the FAA and State in a timely manner.

Maintain comprehensive and accurate records of current project progress and financial expenditures.

Stakeholder Engagement:

Serve as the primary liaison with FAA and State officials, airport sponsors, and other key internal and external stakeholders.

Work Environment
