Responsibilities
This individual will work with other systems engineers to support the client’s program management office (PMO), which is responsible for developing programs of records (POR) and the acquisition, deployment, and sustainment of technologies, systems, and services to protect the nation’s borders. From program planning and market research to trade studies, requirements definition, engineering analysis, decision support, and program execution assistance, this individual will apply sound systems engineering principles and ensure that DHS and CBP directives, policies, and processes are followed to meet the client’s objectives.
You will lead a team of professionals in all facets of systems engineering management and effectively navigate the acquisition lifecycle framework and the systems engineering lifecycle processes. Your leadership will help individuals who are tasked with enhancing mission readiness and modernization. Your expert analysis and recommendations will help implement Component strategy through comprehensive capability management. Representative responsibilities:
- Providing full lifecycle systems engineering support to programs and projects, ushering programs through their acquisition lifecycle from Program of Record (PoR) establishment to program awards, deployment, operation, and sustainment
- Leading or supporting the development of engineering and project plans including but not limited to the following:
- Providing technical support including assessments and briefings in support of SELC technical gate reviews
- Participating in IPTs and Systems Engineering work groups
- Performing trade studies and other technical investigations as required
- Participating in program-level review boards, including engineering, configuration, risk, and test review boards
- Supporting or leading the planning, execution, data collection, evaluation, and assessment of system acceptance tests, technical demonstrations, and other technology and/or systems evaluation efforts
- Assessing contractor deliverables against requirements
- Maintaining comprehensive awareness of the programs and contract’s progress with respect to cost, schedule, and performance as an enabler to informed decision making
- Functional and data requirements analysis documentation preparation
- Providing Executive Management Decision Makers with timely, complete and accurate information to make informed decisions.
Qualifications
- Minimum of 8 years of relevant experience and a BS degree in systems engineering, or a related discipline.
- An active CBP Background Investigation is required.
- Expert understanding of the DHS acquisition life cycle framework
- Experience with the full Systems Engineering Life Cycle (SELC) and its processes and practices
- Self-motivated, proactive, independent performer who can perform well in a collaborative, team environment
- Demonstrated ability to work within a highly functioning systems engineering team and develop/execute complex tasks
- Experience in providing engineering support to large, complex programs
- Experience leading cross-functional teams
- Experience in developing engineering and project plans
- Outstanding communication, presentation, and leadership skills

- Test and Evaluation Support
- Information Systems Security Support
