Big Data, Data Scientist and Visualization Specialist

Provide subject matter expertise to the Assistant Secretary of the Army (ASA) Financial Management & Comptroller to assist in finding useful “big data analytics” measures, metrics, and key performance indicators (KPI) using large and complex data sets from diverse Army sources for computational analysis within the existing Army financial management processes, systems, and tools across all Army commands worldwide.   Candidate will develop, engineer, maintain, run tests, evaluate, and implement big data models, projects, and solution tools in order to get results from the vast amounts of data populated in the Command Accountability and Execution Review (CAER) Program. Performs data visualization sustainment activities for the Command Accountability and Execution Review (CAER) Program IAW the PWS.   

Specifically:

• This person shall have experience working across large enterprises, advising senior leaders and delivering best in class data-driven and data automation problem solving methodologies for quick win solutions that will enable bottom line results. Proven expertise to deliver state-of-the-art data quality and analytical automation capabilities within the Army using sound engineering and scientific data driven problem solving methodologies, performance improvement and integrating with financial and operational processes and systems.
• This person shall also have over 5 years of working knowledge in Army Financial Management and Comptrollership data structures, policies, processes, systems, and automation solutions. Demonstrated working experience and expertise on the establishment of the Army’s premier fiscal stewardship program, known as the Command Accountability and Execution Review (CAER) using quantitative data analytics automation technologies and data driven problem solving solutions to inform the resource decision making process.
• This person shall also have the ability to use strong oral and written communication skills for executive level communication. Use strong data analytical skills in data driven problem solving and data quality methodologies, including statistical analyses (descriptive, prescriptive, predictive), data cleanse and transformation analysis and software development, testing, and implementation.
• This person shall have experience in data and metrics requirements generation, data quality diagnostic analytics, data collection plan and strategies, data structure mapping and architectures, data visualization and template design, programming, testing, and deployment.

Place of Performance: Army Pentagon

Tools, experience:  strong foundation in statistical analysis, ability to derive actionable insights from complex datasets. Specifically, an individuals proficient in programming languages such as Python, R, MATLAB or SAS, and data visualization program such as Tableau, Power BI, Qlik or looker, which are crucial for this data scientist role.

Education: MS, BS Degrees (Math, Engineering); Advanced degree preferred (incl Phd)

Clearance: Secret

Citizenship: US Citizen

Experience: 5 - 15 Years related experience

Desired Experience: Army or Air Force Staff Experience; HQDA, ASA(FM&C) Experience, Army PPBES, Army level Financial Management, Army Staff Experience, Pentagon experience as a contractor
