Data Standardization Specialist (Key):
- Provides technical support on the evaluation of data elements, codes, and business rules for X12, XML and MILS data standards. Priority is placed on the ability to understanding X12, XML, and MILS languages and how data is exchanged.
- Evaluate proposed data elements/codes, their attributes to change requests, and impacts to how data is exchanged in DLMS to include cataloging.
- Ensures that proposed data definitions are clear, concise, technically correct, follow the data standards and accurately represented in the business processes.
- Represent DoD at standards meetings involving X12 and XML.
- Collect business and data requirements from stakeholders and translate them into technically accurate representations in data standards.
- Perform data analysis on exchanged data for analysis on conformance to data standards.
- Supports the DLMS change process so that only approved and validated changes are incorporated into product documents and related software.
- Responsible for DLMS change status accounting and tracking. Performs for implementation convention audits.
- Develop data strategy and associated policies and procedures.
- Supports training (instruction) requirements for internal and external stakeholders.
- Supports Federal Cataloging transaction development and data maintenance.
Minimum qualifications: Master’s degree with 2 years of experience, or bachelor's degree with 5 years of experience, or 8 years of experience with no degree, is preferred in a relevant field, specifically with extensive experience in the review and coordination of new or modified policies, vocabularies, and data elements. Additionally:
- 5 or more years of experience in one or more of the following technologies: enterprise application integration, metadata registry, master data management (MDM), relational databases, structured query languages (SQL), or data retention.
- 5 or more years of experience in the review and coordination of new or modified DoD data standards policies, vocabularies, and data elements for the purpose of documenting and understanding data exchanges.
- 5 or more years of experience in one or more of the following standards and technologies required: X12, Business Enterprise Architecture (BEA), XML including schema definitions (XSD) DoD exchange standards such as DLMS, MILS, MILSTRIP, MILSTRAP and others, and data dictionaries.
- Three years or more experience in representing DoD interests in the Accredited Standards Committee (ASC) X12 data standards management process.
- Experience in one or more of the following standards and technologies is desired: X12, data dictionaries, metadata management registry, master data management (MDM), relational databases, semantics, data retention, XML, including schema definitions (XSD) and transformations, and data quality. Experience with the Accredited Standards Committee (ASC) X12 data standards management process.
- Knowledge of visualization and relationship tools such as Microsoft® Power BI and Qlik® Sense are a strongly preferred. At least one individual must possess knowledge of federal cataloging processes and its data elements.
