JOB SUMMARY:
Under the supervision and direction of the Professional Standards Division Commander, the Paralegal will provide clerical and administrative support for the Professional Standard Division. The Paralegal will also provide legal support services to all members of the department through assistance and support of all aspects of case preparation for any administrative hearing or criminal proceeding.
Working directly with the Prosecution Team, the Paralegal will assist in trial preparation, case management, court attendance, case quality and control and records maintenance. The work involves preparing cases and files by collecting all pertinent supporting documentation, administering procedural requirements, coordinating, and arranging for trial attendance of both officers and lay witnesses, maintaining the court calendar, preparing and sending discovery to defendant or defense counsel.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Coordinating the daily case preparation with the appropriate Professional Standards personnel for all criminal court cases and any administrative hearings.
Collects all pertinent documentation for cases such as criminal record checks, motor vehicle record checks, obtaining certified copies of prior convictions and bail orders, medical records and laboratory tests, witness and victim statements, officer certifications, video recordings, audio recordings, and 911 audio recordings.
Prepares subpoenas for court witnesses to include officer notifications as well as cancellations.
Assembles and disseminates discovery material for defendant or defense counsel to include bates numbering and redacting police reports and defendant’s criminal history.
Preparing departmental correspondence as well as correspondence with the Town Offices, other police agencies, law firms, the Derry District and Rockingham Superior Court.
Assist the Prosecutor and Juvenile Officer with the preparations of motions to be presented to the Derry District and Rockingham Superior Courts as needed.
Data entry as required and assisting, when necessary, with any duties and responsibilities of the Professional Standards Bureau.
Coordinates prosecutors and officers for Administrative License Suspension (ALS) Hearings.
Independently maintains reminder system for tracking requests for information, statuses of motions, and other procedural matters to assure the judicial process is acted upon timely and fully.
ADDITIONAL DUTIES:
Perform other related duties as assigned by the Chief of Police and other administrative personnel.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: High school diploma required. Paralegal certification from an accredited institution or two years paralegal training, or four years of experience, or any equivalent combination of experience and training. Must possess a valid New Hampshire Driver's License.
Must pass an extensive background investigation, criminal history check, medical examination, drug test, and additional testing as required.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER REQUIREMENTS:
Must have thorough knowledge of the judicial process, applicable information sources and routine business office procedures as well as Police Department and Town of Londonderry policies, procedures, and rules and regulations.
Must possess the ability to; 1) operate computers (including associated equipment and software) and general office machines and equipment, 2) learn Police Department and Town of Londonderry policies, procedures, and rules and regulations, 3) express concepts and ideas concisely, in writing and orally, 4) exercise independent judgment and initiative, 5) manage interpersonal and organizational conflict 6) establish and maintain effective working relationships with Police Department personnel, Town and community contacts, representatives of other criminal justice agencies, and the general public, and 7) present a professional business appearance.
