The Town of Longboat Key is accepting applications for a Full-Time Public Works Project Manager in our Public Works Department. A pre-employment physical and drug screen will be required, except for current employees who have met this requirement.

Public Works Project Manager - Premier Coastal Community

Hiring Range: $83,000 - $100,000

Benefits

  • Retirement: Town contributes 6% of employee’s salary, plus 50% of contribution up to 3% if employee contributes, for a maximum of 9% to retirement plan plus a 401K with a match.
  • Health Insurance Cost: 100% for employees and 88% for family coverage
  • Other Benefits: Dental plan, Vision plan, Short Term Disability, Long Term Disability, Life Insurance, all at good, competitive rates.
  • Regular Vacation: 80 hours earned per year plus 2 personal days
  • Sick Leave: 95 hours per year
  • Manager Hours, 24 hours per calendar year, does not roll over - must use by last period in the year or will be lost.

FUNCTION

This is a technical and professional project management position responsible for coordinating and directing the planning, design, construction, maintenance, and alteration of public facilities and utilities, natural and manmade resources (beaches, parks, open spaces, and canals), stormwater and roadways, buildings and other infrastructure. High level of independent judgment and initiative is required. Work is performed under the general direction of the Public Works Director.

Essential Functions

ESSENTIAL FUNCTIONS

Primary Responsibilities

  • Project Management a variety projects, including but not limited to, Beaches and Canals, Building Facilities, Town Utilities, Park Facilities, Streets Resurfacing, Roadway Improvement Projects, Stormwater Improvements, and Resiliency.
  • Assist with budget preparation, monitoring, and execution, primarily related to CIP projects.
  • Grant assistance in developing project application including preparation of maps, exhibits, letters, other administrative tasks, non-technical and technical responses to Requests for Information. In addition, grant reporting to applicable agencies which includes requirements to meet the grants (project photos, closeout documentation, status summaries, etc.) through the Town’s Grant Coordinator.
  • Town Commission presentations and agenda support
  • Public Outreach and Education efforts
  • Liaison with other agencies, as necessary
  • Assist with other Public Works team projects, programs, and efforts.
  • Exceptional customer service skills

Secondary Responsibilities

  • Beach Management, permitting and agency liaison (Federal USACOE/National Marine Fisheries and Florida DEP)
  • Position will support the Town Engineer with efforts related to the NFIP Community Rating System (CRS) audit coordinator with Planning, Zoning and Building and other Departments as applicable including data collection, filing and completion of submittal items for review by the Town Engineer.
  • Assist the Town Engineer in their functions as the liaison for the National Pollutant Discharge Elimination System (NPDES) MS4 permit
  • Report to work on emergency call back, when notified in accordance with departmental procedures. Employees finding themselves in violation of the town’s Drug Free Workplace Policy when called to report back to duty shall report that condition to their immediate Supervisor as soon as possible for purposes of obtaining another individual to be available for normal call-in procedures for that instance. Employees are expected to perform all essential functions of their job, including on call duty. Employees who are unable to respond to call back duty may be subject to a performance review, including disciplinary action up to and including termination.
  • Report to work as required by the Disaster Plan Recovery Guide and regular attendance during normal work schedule other than excused or work-related absences.
  • Any other function deemed essential by the Town and communicated to the employee by his/her supervisor or department head.

Knowledge, Abilities, & Qualifications

JOB PERFORMANCE KNOWLEDGE AND ABILITIES

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ability to read, analyze, and interpret plans, specifications, contract documents, general technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, elected officials and the general public.

Ability to apply concepts of basic algebra and geometry. Ability to solve practical problems and deal with a variety of variables. Ability to interpret instructions furnished in written, oral, diagram, or schedule form.

Qualifications

Preferred

  • Knowledgeable in coastal beach dynamics, experience with coastal beach project management and associated Federal and State permitting requirements.
  • Canal Dredge Project and Program Management experience.
  • Building Facility and Utility project management experience including contracted maintenance projects and reporting to Regulatory Agencies.
  • Experience with municipal CRS and NPDES programs
  • Experience in assisting in the management and administration of Grants
  • Certified Project Management Professional

Required

  • A minimum five (5) years project management experience supervising the successful delivery of projects with diverse scope quality, performance, schedule and budget parameters.
  • Demonstrate positive, hands-on customer service expertise and organizational teamwork.
  • Strong oral and written communication skills and active listening
  • Bachelor's degree and/or certification in project management, engineering, construction, or related field. Considerable knowledge of public works, construction methods, trade procedures, and practices. Equivalent combination of education and experience may be substituted.

Working Conditions & Supplemental Information

WORKING CONDITIONS

General office environment and field work with significant public contact in and out of the office. Travel to and from business locations in Town provided vehicle.

Call back duty is an essential function of this position.

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, outside weather conditions, and risk of electrical shock. The noise level in the work environment is usually moderate.

While performing the duties of this job, the employee is regularly required to talk or hear and frequently is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.

Valid Florida Driver’s License (MVR background check).

Successful completion of an employment physical and drug screen to confirm the ability to perform the essential functions of the job.

  • 440.102, FS and Rules 59A-24 F.A.C (Florida Administrative Code). State and federal laws and regulations may subject certain employees to additional drug testing requirements. Any employee who violates the program is subject to disciplinary action up to and including termination.

Hepatitis A vaccination, or proof of the same, as a precautionary measure against exposure to raw sewage and a signed Acknowledgement for the attached “Information to Employees - Hepatitis A” must be provided prior to assuming Town duties.

Hepatitis B vaccination, proof of same, or signed Acknowledgement declining the vaccination (see attached Information to Employees - Hepatitis B) must be provided prior to assuming Town duties.
