The Engineering and Technology Maturation (ETM) organization is looking for a Aging and Lifetimes Program Manager that will support the ETM Program Office by providing programmatic & technical leadership for ETM at LANL and for the broader DOE community.

The ETM Program resides under the associate Laboratory Director for Weapon Physics (ALDX) and conducts research to improve America's ability to rapidly design, produce, qualify, and certify nuclear weapons. The main goals of ETM are to 1) Develop, mature, and integrate technologies and capabilities for the future nuclear deterrent 2) Build and test prototypes and apply lessons learned to future activities & 3) Rapidly bring proven technologies, capabilities, and prototypes together to address urgent and future nuclear deterrence needs. To that end, ETM is focused on developing modeling and simulation tools, testing capabilities, weapon technologies, materials, explosives and surveillance methods for weapon systems to assure production, qualification and certification in the absence of underground nuclear testing.

The successful candidates will report directly to the ETM Program Director to ensure alignment with LANL and Federal programmatic priorities. As PM you will develop and lead a diverse technical portfolio, including many projects and disciplines to 1) understand current technology needs in weapons design and engineering, 2) support technology readiness level advancement for future system insertion opportunities, 3) work with PIs to determine future technology needs based on changing environments and designs and 4) effectively communicate advancements and technological readiness for future system designs.

You will provide leadership, vision, strategic/tactical planning, execution, tracking and reporting of the Program across Laboratory organizations involving many technical disciplines, including new program development initiatives. You will collaborate with individual scientists and engineers, project leaders, line managers and other program managers (e.g., OES, ASC, DSW, etc.), to develop and execute the program plans that are both integrated and effective. You will serve as the Laboratory's contractual agent for the Aging and Lifetimes program, with authority to negotiate with the high-level internal and external customer(s) and define work scope, schedules, budgets, and funding for programmatic work, priorities, and performance milestones.

Within the ETM Program, you will represent the Aging and Lifetimes Program to DOE/NNSA Headquarters and participate in the national leadership of the program within the NW complex and HQ community. This position serves as the primary interface with one or more high-level external customers to develop, negotiate, and define mission goals and programmatic deliverables, in accord with Laboratory capabilities, capacities, and priorities, that balance the best interests of the customer, the program, and the institution as a whole. This program requires interfacing across the Laboratory (and frequently across the Nuclear Weapons (NW) Complex), utilizing technical skills far beyond one Program, Division or Directorate. Integration of these skills and capabilities are key to the successful execution of this program.

Minimum Job Requirements:

Technical Skills:

Advanced expertise in nuclear weapon's science and engineering as evidenced by programmatic contributions, publications, and/or recognition within the LANL scientific and weapon's communities. Additionally, you must also possess a strong understanding and/or experience in materials characterization and other related weapons technologies with demonstrated success in both performing and leading complex scientific endeavors. You will be required to maintain (and in some cases establish) high/expert-level knowledge of the technical disciplines involved within the portfolio.

Program Management:

Demonstrated experience in leadership and management of technical programs, including success at project development, planning, advocacy, resource allocation, management, execution, tracking, reporting and customer interactions. You must have the ability to set priorities and proven strength in decision making. You must also possess the ability to create and implement strategic vision. You must have expert-level knowledge of and experience in all aspects of project and program management of science or engineering, including defining program work scope, schedules, budgets, priorities, an performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

Teamwork/Communications:

To succeed in this role you must have the ability to facilitate successful teamwork and consensus building across organizational and program boundaries. This includes excellent interpersonal and communication skills as evidenced by successful internal and external interactions through briefings, presentations, and writings, including the ability to explain technical concepts to non-technical personnel. Additionally, you must possess the ability to coordinate and integrate the Program across our national laboratories, working to eliminate unnecessary redundancy, while maintaining required capabilities.

Education/Experience: This position requires a bachelor's degree from an accredited institution, in a relevant scientific/engineering discipline, and at least 12 years of related technical and project management experience, or an equivalent combination of education and experience. At this level an advanced degree may be expected, PhD is preferred.

Desired Qualifications:

  • Ph.D. in a STEM field.
  • Previous experience working on past/current programs of record.
  • Previous experience as program manager and/or Project Management Professional (PMP) Certification.
  • Demonstrated scientific record through peer-reviewed publications.
  • Experience working effectively with DOE/NNSA personnel in Washington DC.
  • Experience with the theoretical, experimental, and computational elements of the LANL weapons program.
  • Active Q Clearance.

Essential Job Functions (can perform with or without reasonable accommodation): Travel to NNSA Headquarters and NNSA design/production agencies is required.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
