Production Agency Quality (PAQ) is responsible for defining, implementing, and maintaining the quality assurance standards, process, and product acceptance for the Associate Laboratory Directorate for Weapons Production (ALDWP). PAQ ensures that all products meet or exceed defined requirements.

You will manage scientific or engineering projects and ensure the establish requirements; define project deliverables with customers and stakeholders; manage budgets and schedules; oversee the project team in the planning, tracking, and execution of the project from initiation to completion. As the Project Leader you will also be responsible for the development and execution of work packages to meet programmatic milestones, service requirements, and product deliverables.

Science/Engineering Project Leader 2 ($104,100- $172,200)

As the Science/Engineering Project Leader 2 for Production Agency Quality, you will perform the following:

  • Utilizing technical knowledge, oversee and serve as the primary spokesperson of moderately complex scientific or engineering project(s) and be responsible for successful completion of the project(s) within the approved scope, schedule, and budget baseline.
  • With limited direction, serves as the primary spokesperson to report project status and issues to the program office, to LANL senior managers, and peers.
  • Negotiates with program and line managers to ensure that resources are available to accomplish the work, to identify procurement and contracting needs, and to marshal resources to complete project deliverables.

Science/Engineering Project Leader 3 ($125,200-$211,300)

As the Science/Engineering Project Leader 3 for Production Agency Quality, you will perform the following:

  • Serve as the primary interface and responsible point of contact for moderately large and/or complex multidisciplinary project team(s) in the planning, negotiations, integration, monitoring, reporting, and execution of project plans from initiation to completion within the approved scope, schedule, and budget baseline.
  • Provide leadership and apply advanced technical knowledge in developing tactical project plans and detailed work breakdown structures, negotiate work packages, and assign various aspects of work to complete project deliverables.
  • Without considerable direction, serves as the primary spokesperson to report project status and issues to the program office, to LANL senior managers, and peers.
  • Exerts significant latitude in negotiating with program and line managers to ensure that resources are available to accomplish the work, to identify procurement and contracting needs, and to marshal resources to complete project deliverables.

Other responsibilities for the Science/Engineering Project Leader 2 / 3 may include but are not limited to:

  • Participate in project integration activities to meet mission deliverables.
  • Oversees project team(s) in the planning, tracking, and execution of project plans from initiation to completion.
  • Create project plans and detailed work breakdown structures, negotiating work packages, and assigning various aspects of work to complete project deliverables.
  • Provide input to the Associate Laboratory Directorate for Weapons Production (ALDWP) and PAQ Strategies.
  • Identify potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the project(s).
  • Provide schedule variance reports to the PAQ Leadership.
  • Monitor performance and manage, under change control, the project scope, schedule, budget, and baselines.
  • Understands and adheres to all Laboratory and regulatory guidance and governance specific to the project work.
  • Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.
  • Additional job duties as assigned.

Minimum Requirements

Science/Engineering Project Leader 2 ($104,100- $172,200) Minimum Requirements

Project Management: Working knowledge of and experience in project management of work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and baselines; and documenting baseline reports and change control actions.

Finance: Experienced ability managing project cost and schedule commitments.

Communication: Strong interpersonal, presentation, and written skills; demonstrated by relationships built, briefings, and presentations. Experienced ability to interact effectively with all levels of personnel;

building trust, gaining consensus, and resolving conflicts. Demonstrated experience in developing and nurturing effective working relationships with internal and external stakeholder to successfully plan, organize, lead, and monitor team efforts to completion.

Technical Knowledge: Working knowledge of the discipline of assigned projects, including regulatory and Laboratory requirements.

Quality Standards: Working knowledge with the implementation of quality assurance requirements and or manufacturing requirements, such as NAP 401.1, NQA-1, and DOE Order 414.1 requirements.

Education: Position requires a Bachelor's Degree in a science or engineering related field from an accredited institution and 5 years related experience; or, an equivalent combination of education and technical experience directly related to the occupation.

Desired Qualifications

Experience: Knowledge of and/or experience working in a high-hazard nuclear or explosive facility.

Education: Project Management Professional (PMP) certification.

Qualifications: A Q Clearance and HRP.

Science/Engineering Project Leader 3 ($125,200-$211,300)

In addition to having Advanced Knowledge of the Science/Engineering Project Leader 2 requirements, the Science/Engineering Project Leader 3 must have the following:

Project Management: Advanced knowledge of and demonstrated experience in multiple aspects of project management of technical or operational work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and/or technical baselines; and/or documenting baseline reports and change control actions.

Communication: Excellent interpersonal, presentation, and written skills; demonstrated by relationships built, briefings, and presentations. Demonstrated experience in developing and nurturing effective working relationships with internal and external stakeholders.

Leadership: Demonstrated ability to successfully plan, organize, lead, and monitor a variety of team efforts to completion within budget and schedule.

Technical Knowledge: Advanced knowledge of the technical or operational discipline of the assigned project.

Supervision: Experience managing staff. May supervise office staff in the absence of the responsible line manager.

Education: Position requires a Bachelor's Degree in a science or engineering related field from an accredited institution and 8 years related experience; or, an equivalent combination of education and technical experience directly related to the occupation

Desired Qualifications

Experience: Knowledge of and/or experience working in a high-hazard nuclear or explosive facility.

Education: Project Management Professional (PMP) certification.

Education (Level 3 only): Advanced engineering or science degree.

Program requirements: Knowledge of Defense Programs Business Process System requirements, including the product realization process.

Qualifications: A Q Clearance and HRP.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712,

  • 712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
