Supervises a technical group conducting monitoring, pollutant load modeling, data analysis and reporting, outreach, and regulatory matters. Originates and executes projects, including budget oversight, in support of water quality and flood reduction goals of the Stormwater Environmental Utility (SEU). Programs include surface water monitoring; pollutant load modeling; collaboration with National Estuary Programs, SWFWMD, FDEP and other agencies; County NPDES permit, planning of capital improvement projects and collaborating with Capital Projects department on design, permitting & construction; grant application and management; Neighborhood Environmental Stewardship Team and Navigable Waterways Programs; management of surface water regulations; watershed master planning; public speaking; media outreach; community engagement; review of water quality legislation.
Job Description
Directs and supervises a professional/technical group to achieve the goals of the SEU. Directs and assigns the work assigned to the group. Provides leadership and technical guidance. Formulates, implements, and monitors policy and procedures appropriate to the day-to-day operation of the various programs. Responsible for hiring, workloads, training, performance reviews, coaching and assisting higher level management. Assists in the preparation of the annual operating budget and exercises budgetary control. Hires consultants and manages projects.
Develops action plans to meet TMDL requirements. Develops water quality performance standards and goals for the SEU. Monitors and model’s pollution to identify areas needing implementation of additional best management practices. Manages the water quality and biological monitoring portion of the NPDES MS4 permit including seagrass, shellfish, and pollutant loading. Manages the Sarasota Water Atlas website to provide transparency to the public about water quality and related environmental matters, including NPDES annual reporting to the FDEP. Technical support for selection of stormwater (and other) best management practices that are effective and cost effective to both install and maintain. Technical support for all water quality and ecological projects. Manages and/or supports watershed plan development.
Supervises the Neighborhood Environmental Stewardship (NEST) program that encourages and supports community projects to reduce stormwater (and other) pollution. Conducts persuasive, proactive public outreach to technical experts, County Commissioners, community leaders and the general public about projects, water quality, and other matters in written form, verbally and using social media. Attends Board of County Commissioners meetings, prepares reports, and conducts formal presentations, as needed. Acts as a liaison with the regulated community, regulatory agencies, and professional organizations to resolve program issues. Collaborates with municipalities and other partners.
Serves on technical advisory committees and/or management boards such as the National Estuary Programs (NEPs) or committees for organizations such as the Florida Stormwater Association. Works with various teams to achieve common goals. Attends meetings, workshops, and training activities to ensure professional and personal growth.
Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.
About You
Minimum Qualifications:
A Bachelor’s Degree from an accredited college or university in biological or environmental science preferred.
A minimum of one-year supervisory experience is required (lead worker or acting in a supervisory capacity may be counted).
An Associate’s Degree from an accredited college and two (2) years of experience.
A High School Diploma or its equivalent and four (4) years related experience in biological or environmental science.
Valid state Driver's License.
Preferred Qualification: Advanced professional certification highly preferred.
Job Competencies: Strong understanding of water quality and related ecological matters important to southwest Florida estuaries and watersheds. Professional understanding of water quality monitoring, lab methods, sampling protocols, data analysis and reporting. Technical knowledge of effectiveness and cost of current best management practices to reduce pollution. Creative communication skills and the ability to provide messages appropriate to target audiences. Familiarity with water quality standards and regulations, NPDES MS4 requirements, impaired waters and TMDL action plans. Project management knowledge and experience, and general GIS (ArcMap) knowledge and skills.
