The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires (Download PDF reader), including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Department of Public Works is seeking qualified candidates to fill an emergency Survey Party Chief I vacancy related to this unprecedented natural disaster.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Survey Party Chief I.

Essential Job Functions

A Survey Party Chief I is responsible for a combination of the following job functions:

  • Directs the field survey crew's activities in performing control, right of way, center-line, construction, hydrographic and topographic surveys.
  • Utilizes tract and parcel maps, construction and structural design plans, field notes, survey records, regulations pertaining to the job, safety, and survey practices and land law.
  • Analyzes survey information for completeness or need of additional survey data.
  • Interprets and makes take-offs from plans for: (1) plan and profile and cross section data of streets; (2) grade line, location and size of drainage structures, culverts, head walls and foundations; and (3) survey control points.
  • Plans and outlines procedures to be followed by the survey crew during the performance of the survey reconnaissance, staking, elevation determination and angle measurement.
  • Makes survey calculations of gradients, curve data, closures and adjustments in connection with the field work to ensure its accuracy for compliance with work instructions, and prepares and checks grade sheets.
  • Supervises the installation and placement of survey monuments, witness markers, center-line ties, reference points, and tagging of all permanent and semi-permanent survey points.
  • Draws, sketches, or provides the Survey Technician II with the plans showing the computed angles, offsets, and deflections to stake horizontal and vertical curves.
  • Maintains records of field survey data by drawing field notes, recording notes in tabular form, or electronic data collection for the general surveys, topography, cross sections, bench mark level runs and construction staking.
  • Prepares time sheets, vehicle mileage sheets, and productivity records and maintains daily log of unusual events and conducts safety tailgate sessions.
  • Meets with the public, inspectors, design engineering and project managers, and utility companies in order to gain access to private properties, determine the staking needs for construction projects, relocation of storm drains, sewers, bridges and roads, and for the relocation of utilities in relation to proposed road or structural improvements.
  • Resolves personnel difficulties which interferes with efficient survey crew operation.
  • Instructs and trains members of assigned survey crew in the performance of their duties.
  • Operates a depth recorder and/or power boat in making hydrographic surveys, as needed.
  • Drives a survey vehicle to various and remote facilities throughout the County.

Requirements

MINIMUM REQUIREMENTS:

Option I: Five years of experience as a Survey Technician I, three years of which must have been in the performance of assignments operating a variety of survey equipment and assisting in the planning of survey assignments.

Option II: Two years of field survey experience in the operation of all precision instruments used by a survey crew including levels, total stations, electronic data collectors, transits, theodolites, and electronic distance measuring instruments at the level of Survey Technician II.

LICENSE:
A valid California Class C Driver License is required to perform job-related essential functions.

Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.

PHYSICAL CLASS:
Physical Class III - Moderate: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

SPECIAL REQUIREMENT INFORMATION:
  • Experience at the level of Los Angeles County Survey Technician II is defined as: Operates all precision instruments used by a survey crew. For a fuller description of work performed, refer to County of Los Angeles Class Specifications for Survey Technician II.

EXAM CONTENT:
Before the end of your emergency assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
