The Los Angeles County Office of Education (LACOE) is seeking highly qualified, detail-oriented, and customer focused individuals for the Buyer position to assist in the Business Services Division, under the Office of the Controller.
Under general supervision, the Buyer purchases, researches, monitors, and negotiates the purchase of materials, supplies and equipment, and services for use by LACOE divisions and affiliates.
The Well Qualified Candidate Will Possess the Following
Knowledge:
- Methods, principles and practices of public sector procurement and material management
- Provisions of the Education, Public Contract, Government, and Civil Codes of the State of California pertaining to purchasing
- Basic competitive bid practices and procedures
- Methods and resources used in researching and analyzing commodities and services
- Current product status and general market conditions
- Basic accounting practices
- Methods used in evaluating vendor capability and performance
- Critical Thinking – Analytically and logically evaluating information, propositions, and claims
- Fact Finding – Obtaining facts and data pertaining to an issue or question
- Mathematical Facility – Performing computations and solving mathematical problems
- Industry Monitoring – Grasping the external political, economic, competitive, and social factors affecting the industry
- Professional & Technical Expertise – Applying technical subject matter to the job
- Using Technology – Working with electronic hardware and software applications
- Action & Results Focus – Initiating tasks and focusing on accomplishment
- Attention to Detail – Focusing on the details of work content, work steps, and final work products
- Professional Integrity & Ethics – Maintaining trust through honesty, adherence to principles, and personal accountability

Education: Graduation from high school or equivalent.
Experience: Three years of experience in purchasing or preparing specifications for the purchase of materials, supplies, and equipment OR one year of experience as an Assistant Buyer with the Los Angeles County Office of Education.
Equivalency Provision: Two years of college (i.e. 60 semester or 90 quarter units) with coursework in purchasing, business, accounting, public administration or other fields closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council of Higher Education Accreditation may substitute for one year of the required experience. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.
Selection Process
Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a multiple choice exam, technical project, and oral interview.

Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list. Vacant positions are filled from the top three ranks. Eligibility lasts for 12 months; however, additional recruitment may occur under a separate bulletin with additional candidates being merged onto the eligibility list.
