Job Description / Essential Elements:
POSITION: Quality Assurance Coordinator - Early Childhood Services
Purpose Statement
The job of Quality Assurance Coordinator - Early Childhood Services is done for the purpose/s of developing procedures for quality control with State and Federally funded contracts in Early Childhood Services; monitoring procedures and policies to find areas of improvement; creating reports for upper management, audit eligibility requirements, and case files; and creating/providing trainings for staff that detail improvements in our systems or areas of weakness.
This job reports to the Assigned Administrator/Supervisor.
Essential Functions
Analyzes case records and interview information for the purpose of determining the accuracy and timeliness of the agency's evaluation of client eligibility and need.
Collaborates with SCOE departments and external agencies for the purpose of eliciting cooperation and establishing effective working relationships.
Coordinates a variety of program components and activities (e.g. scheduling staff trainings, setting priorities, maintaining program files, etc.) for the purpose of monitoring policies and procedures used for the delivery of Early Childhood Services.
Evaluates the nature and cause of errors in case records for the purpose of identifying areas needing improvement in the department's processes and systems for determining eligibility.
Investigates information sources of eligibility, payment decisions, and program services appropriateness for the purpose of resolving contested case reports.
Maintains a variety of manual and electronic files and/or records (e.g. reports, correspondence, case files, case reports, etc.) for the purpose of providing up-to-date reference and complying with regulatory requirements and established guidelines for State and Federally funded contracts.
Prepares a variety of reports for upper management for the purpose of detailing needed improvements in our systems or areas of weakness.
Refers suspected fraud cases for the purpose of identifying the need for a manager's review and further investigation.
Reviews and verifies all client and provider case files for the purpose of ascertaining the correctness of client eligibility determination, payment decisions and the appropriateness of the services provided.
Serves as a technical resource to staff, administrators, child care providers, center base, parents and others for the purpose of responding to inquiries and providing information and assistance concerning related projects, practices, principles, policies and procedures of assigned Early Childhood Services programs and services.
Serves as liaison between staff and management for the purpose of providing information relating to error trends and problem areas within established policies and procedures used for delivery of services.
Other Functions
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. The job is performed under minimal temperature variations.
Experience Job related experience with increasing levels of responsibility is required.
Education Bachelor’s degree in job-related area.
Equivalency Any combination equivalent to: Bachelor's degree in early childhood education, business administration, public administration or a related field and sufficient training and experience to demonstrate the knowledge and abilities listed.
The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
