OUR MISSION
The Los Angeles County Sanitation Districts protect public health and the environment through innovative and cost-effective wastewater and solid waste management, and in doing so convert waste into resources such as recycled water, energy and recycled materials.
We are currently recruiting a Supervising Engineer I, II in our Wastewater Management Department, Electrical/Instrumentation Engineering Support Group. This position will report to our Joint Administration Office in Whittier.
ESSENTIAL FUNCTIONS:
To supervise a group of professional engineers and technical support staff; provide technical, field and design support services, and SCADA administration for the wastewater operations sections on electrical and industrial control systems. Respond to electrical and industrial control system call outs and emergencies for Sanitation Districts' facilities and Operations' sections; provide timely input to Design and Field Engineering Sections to support the successful construction and startup of new facilities; provide oversight and technical leadership to manage all functions and resources of the operational technologies deployed at the wastewater management facilities; and to train, evaluate and participate in various personnel policy-related actions involving subordinates.
JOB SUMMARY:
Under the direction of a Departmental Engineer, Assistant Departmental Engineer or Division Engineer, the incumbent will supervise and coordinate the work of professional engineers and technical support staff engaged in electrical and instrumentation design, planning, construction, startup, operation and maintenance of Districts' wastewater treatment facilities and pumping plants industrial control systems (SCADA and DCS); perform condition assessment of electrical, instrumentation and industrial control systems and make recommendations to improve reliability, performance and business processes related to the facility optimization; coordinate with the other departments to define project scope and constraints; establish and maintain project schedules and priorities; supervise the preparation of technical reports, memos, meeting minutes, and manuals; coordinate work and facilitate meetings with other sections in the department and with other departments; evaluate, oversee, and coordinate work with engineering consultants, utility and telecommunication companies, and other third parties; check and review plans and specifications; train and provide guidance to subordinates; complete performance evaluations and discuss the ratings with subordinates; review and recommend personnel policy-related actions; and perform other duties as required.
For SUPERVISING ENGINEER I, applicants must possess a valid California Class C driver license; -AND- A bachelor's degree or higher from an accredited college or university in an electrical engineering or closely related technical major; -AND- a valid Certificate of Registration as a Professional Electrical or Control System Engineer issued by the State of California; -AND- Five years of verifiable engineering experience at a level which requires possession of a Certificate of Registration as a Professional Electrical or Control System Engineer issued by the State of California.
At the SUPERVISING ENGINEER II level, applicants must possess seven years of experience supervising professional electrical or control system engineers.
DESIRABLE QUALIFICATIONS:
A professional engineering license in control systems engineering is highly desirable along with a minimum of 10 years of related experience in the management, programming, configuration and administration of industrial control systems. Related experience includes but is not limited to:
- Development and design of control system strategy and architecture.
- DCS, PLC and HMI Programming.
- Configuration and management of industrial communication equipment.
- System integration with existing equipment.
