Scope

Provide strategic oversight for the Strategic Sourcing and Business Jobs & Social Responsibility divisions to maximize LAWA’s economic impact in procurement and job creation.

About the Role

Achieve significant and positive economic outcomes from LAWA’s procurements that benefit diverse communities throughout the Los Angeles region. Act as the primary representative to promote procurement and job opportunities within the community. Enhance outreach to the business community, boost overall participation in procurements, encourage new participants, and improve supplier diversity. Transform the LAWA procurement process to make it more accessible, efficient, and transparent for all suppliers. Promote initiatives to build capacity among emerging business enterprises. Improve the timeliness, quality, consistency, and efficiency of procurements. Foster a cohesive approach for generating jobs, upskilling workers, and meeting the future workforce needs of the local aviation sector. Utilize data-informed decision-making by assessing and addressing technology needs to support procurement processes. Increase transparency, metrics, and reporting on LAWA’s performance in achieving business enterprise and inclusivity goals. Enhance employee development within the divisions, ensuring that internal workforce needs for the future are met. Facilitate the transformation of the Strategic Sourcing Division into a strategic business partner, making it more service-oriented and proactive in assisting internal stakeholders with current and future procurement needs. Incorporate sustainability objectives into the procurement process.

Responsibilities

Qualifications

Minimum of ten years in a procurement environment, with at least seven years in senior-level managerial roles focused on the development, implementation, and management of procurement policies and procedures, or an acceptable equivalent. Strong understanding of applicable procurement laws, rules, and regulations. Experience presenting to the public, government bodies, and other agencies. Desired experience in administering Requests for Proposals (RFPs) for construction and professional services, as well as Requests for Bids (RFBs) for goods and services. Familiarity with public sector purchasing rules, regulations, and requirements is preferred. Desired experience in workforce development programs. Experience managing stakeholder relationships and community engagement is preferred. U.S. citizenship is required, along with the ability to relocate to the Los Angeles, California area.

    Compensation range $191,490-$279,979.
