Position Summary
The role of Manager, Health Safety and Environment (HSE) is responsible for leading and implementing HSE programs throughout the business and with specific focus on plant operations and construction safety within a biopharmaceutical contract development and manufacturing (CDMO) facility. This role ensures compliance with local, state, and federal regulations while driving a culture of safety and continual improvement. The position collaborates with cross-functional teams, contractors, and leadership to mitigate risks and enhance workplace safety. A key aspect of this role is the oversight and coordination of outside contracting companies conducting work on-site, ensuring strict adherence to safety policies and regulatory requirements.

Duties & Responsibilities
- Plant & Construction Safety: Develop, implement, and monitor safety programs specific to manufacturing operations and on-site construction projects.
- Regulatory Compliance: Ensure adherence to OSHA, EPA, NYS DEC, FDA, and other relevant EHS regulations, as well as company policies and industry best practices.
- Risk Assessment & Mitigation: Conduct risk assessments, hazard analyses, and job hazard safety analyses (JHSAs) to identify potential hazards and recommend corrective actions.
- Incident Investigation & Response: Lead root cause investigations of safety incidents, develop corrective action plans, and track their implementation.
- Contractor Safety Management: Serve as the primary point of contact for external contractors, ensuring they comply with site-specific safety policies, permitting processes, and regulatory requirements. Conduct pre-job safety briefings, review contractor safety plans, and monitor their activities to prevent potential hazards.
- Training & Awareness: Develop and deliver training programs to employees and contractors on HSEEHS procedures, emergency response, and best practices.
- Audits & Inspections: Conduct routine safety audits, workplace inspections, and compliance assessments, addressing any gaps identified. Provide oversight to contractor safety audits and ensure proper corrective actions are implemented.
- Continuous Improvement: Collaborate with internal teams to drive process improvements and enhance overall risk safety performance through data-driven initiatives.
- Emergency Preparedness: Maintain and update emergency response plans, coordinate drills, and ensure readiness for potential incidents.
- Sustainability & Environmental Compliance: Support environmental initiatives, including hazardous waste management and energy efficiency programs.
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- 5 years of HSE risk management and construction related experience in a multi-facility. Direct experience in biopharmaceutical, pharmaceutical, or contract manufacturing environment is preferred.
- Strong knowledge of OSHA, NIOSH, NYSDEC, EPA, and other Local, State, and Federal regulations related to plant and construction safety.
- Certifications such as CHST (Construction, Health and Safety Technician), CSP (Certified Safety Professional), CHMM (Certified Hazardous Materials Manager), or CIH (Certified Industrial Hygienist) are a plus.
- Experience managing contractor safety programs, including onboarding, training, and oversight to ensure full compliance with business requirements.
- Demonstrated leadership and influencing skills.
- Proficiency in MS Office Suite, and operational software support programs (SAP, Maximo, EHS Insight, etc.).
- Proven ability to conduct risk assessments, safety audits, and incident investigations.
- Excellent communication and leadership skills, with the ability to influence cross-functional teams and collaborate effectively with external contractors.
- Ability to manage third party qualification programs and evaluate compliance.
- Strong problem-solving and analytical skills, with experience in HSE data analysis and reporting.
- Ability to work in manufacturing and construction environments, including areas with loud noise, chemicals, and varying temperatures.
- May require standing, walking, climbing ladders, and occasional lifting of equipment or materials
- Must be available for on-call support and occasional evening/weekend work as needed. Facility is a 24/7 operation.
- This role requires time spent in and office environment, but primarily in the plant setting.
- Time is spent in a wide array of elements since majority of activities occur in/around plant facility and construction areas throughout campus.
