The Loudoun County Health Department provides health services that enhance and ensure the health of all Loudoun County residents including protecting the environment, preventing the spread of disease, and promoting health.
The Health Department is seeking a self-motivated, skilled and dedicated professional to serve as an Environmental Health Data Specialist. This position plays a critical role in ensuring compliance with local wastewater and water well ordinances, safeguarding public health, and maintaining the integrity of environmental records.

As the Environmental Health Data Specialist, you will play a vital role in managing and maintaining files, logs, and various county databases and information systems within the Compliance Program. You will also assist with enforcing ordinance compliance.

Responsibilities include, but are not limited to:

• Track and manage notices of violation, civil tickets, and cases referred to the County Attorney’s Office.
• Work with owners, operators, and installers to resolve system deficiencies and ensure compliance.
• Issue compliance letters, notices of violation, and tickets to homeowners.
• Assist in preparing enforcement cases and provide testimony in court as needed.
• Maintain and update Environmental Health databases.
• Monitor licensing data and ensure operators maintain current DPOR operator licenses.
• Analyze inspection and maintenance data, generate reports, and ensure accuracy in state and local databases.
• Report compliance data to the Virginia Department of Health (VDH) and other regulatory bodies.
• Train operators, pumpers, and homeowners on reporting systems and database usage.
• Assist with database development projects, ensuring usability and efficiency.
• Respond to data requests, develop reporting tools, and maintain regulatory compliance.
• Support other Health Department programs, including consumer services, rabies control, and administrative tasks.
• Perform other duties as assigned.

Preferred Skills & Qualifications:

• Strong ability to analyze data for accuracy, completeness, and inconsistencies.
• Proficiency in maintaining accurate and organized databases.
• Effective communication skills and familiarity with onsite wastewater treatment systems, water wells, and related regulations.
• Experienced in database management and data systems, with advanced proficiency in OnlineRME, ArcGIS, and Microsoft Office 365 (Excel, Access).
• Effective communication and training skills to support stakeholders and system users.

This position operates under the supervision of the Wastewater and Water Division and requires autonomy, independence, and strong project management skills. Success in this role requires technical knowledge, problem-solving abilities, and a collaborative approach. Dependability, teamwork, and a customer-service focus are essential.

Hiring salary is commensurate with experience.
Bachelor’s degree in Environmental Science, Environmental Engineering, Public Health, Geology, or related field.; two (2) years of directly related experience preferably involving data management and analysis; or equivalent combination of education and experience.

Preferred:
• Knowledge of laws and regulations associated with Virginia environmental health.
• Virginia DPOR Onsite Sewage System Operator license.
• Virginia DPOR Onsite Soil Evaluator license.
• Pass pre-employment background checks, including fingerprinting and DMV checks.
• May be required to work during County emergencies 24/7; and if so, may be assigned to a different location or asked to serve in a different capacity.
• Some evening/weekend work may be required.

Salary : $64,900 - $110,330
