Benefits Programs Supervisor
Summary:
This position oversees the administration of eligibility programs (SNAP, Medicaid, TANF, and energy crisis assistance). Supervises, trains, leads and develops staff, and monitors the eligibility determination and processing of benefit programs cases. Establishes and maintains an environment of excellent customer service.
Supervises eligibility workers and office associates, assigns equitable caseloads, ensures that all applications are evaluated according to State policy and procedures, sets and monitors objectives for staff productivity, engages in recruitment, retention, and performance management activities, tasks for direct reports, monitors compliance with state timeliness benchmarks, provides daily supervision for staff focused on problem-solving, recommends work process changes based on evaluation of program effectiveness, deals with difficult cases, responds to customer complaints and inquiries, represents staff needs to the Director, maintains records and prepares special reports, and acts as the agency representative to the public for eligibility programs and participates in planning and development of new resources. In addition, LDHS employees are required to staff Emergency Shelter Operations as needed.
Essential Functions of the Position:
- Supervises benefit programs specialists, office associates, and hourly workers.
- Sets and enforces objectives for quality and quantity of work performed by the unit.
- Performance management of staff.
- Monitors program compliance measures and makes changes accordingly.
- Establishes and maintains professional working relationships with others.
- Provides exceptional customer service at all times.
- Recommends internal policy changes to the Director based on evaluation of program effectiveness.
Required Skills, Knowledge and Abilities:
- Comprehensive knowledge of principles and practices of effective supervision.
- Comprehensive knowledge of the policies, procedures and regulations relating to all eligibility programs.
- Demonstrated ability to plan and manage work activities and assist others in their planning and management.
- Ability to develop internal policies and procedures.
- Make decisions in difficult situations.
- Communicate effectively both orally and in writing.
- Train, evaluate, and develop staff.
- Skill in operating computer and familiarity with Microsoft products and the operation of a motor vehicle.
Education, Experience and Training:
A Bachelor’s degree in the Human Services field with experience in a lead or supervisory capacity associated with human services programs OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities. A minimum of two years of supervisory experience is preferred.
Two years’ experience in completing benefit programs applications and demonstrated knowledge of SNAP, Medicaid, Energy Assistance Programs and TANF/VIEW.
Working Conditions:
- Environmental: Work is typically performed in an indoor setting. The regular work week is Monday through Friday from 8:30 a.m. until 5:00 p.m. with a thirty-minute lunch break. This position will require a flexible schedule to accommodate the needs of the department and the County to include evening, weekend and occasional holiday hours on an as needed basis.
- Physical Effort: Light to moderate work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Special Conditions or Requirements:
- Must be willing to submit to a criminal background and Motor Vehicles check.
- Must consent to drug testing consistent with Louisa County’s Drug-Free Workplace Policy.
- Must possess a valid Driver’s License.
- Must maintain a driving record consistent with insurance industry standards in order to drive a County vehicle.
- Twelve (12) month probationary period.
