Children's Services Act (CSA) Coordinator
Summary:
Under the direction of the Deputy County Administrator, the CSA Coordinator will be responsible for facilitating high quality, child centered, family focused, cost effective community-based services to at-risk youth and their families within a local government structure as organized under the Virginia Children's Services Act (CSA). This individual will be responsible for the system process used for creating improved outcomes for children and families.
The CSA Coordinator will coordinate and assist the Community Policy and Management Team (CPMT) with the development, implementation and revision of policies and procedures regarding the operation of the CSA program. Such policies include those governing the interagency referral, review and provision of services, quality assurance and accountability, and appeals procedures. He/she must be able to implement, in collaboration with local partner agencies staff (Department of Human Services, Court Services Unit, Community Services Board, the School District) the policies, procedures, and guidelines adopted by the State Executive Council; be responsible for monitoring and providing information to the CPMT on all partner agency policy changes, legislative changes or any local, state or federal policy guideline or legal changes that affect the operation of the CSA program including legislation during the General Assembly.
Essential Functions of the Position:
- Responsible for planning of the annual budget request, monitoring of yearly expenditures, and ongoing projections of the status and needs of the CSA budget in order to manage costs.
- Responsible for creating relationships and establishing contracts with private providers of services to maximize service quality and effectiveness while minimizing cost.
- Responsible for meeting all state CSA fiscal requirements including, but not limited to, submitting monthly reimbursement requests, supplemental funding requests and accurate accounting of funds.
- Report to the CPMT on the types of services provided to families and the expenditures associated with those services.
- Ensures all CSA requirements are met in order for the locality to receive state reimbursement for funded services. Such requirements include, but are not limited to, the quarterly submission of the CSA data set and the monitoring of the use of the mandatory uniform assessment instrument.
- Provides CSA program oversight by developing and monitoring a model utilization management plan and utilization review process that includes evaluation of service quality and effectiveness and facilitates public/private coordination around service delivery. Report such results to the CPMT. Assist the CPMT in the development of measurable outcomes and a means of collecting and analyzing data regarding those outcomes. •
- Provides training and technical assistance in the provision of efficient and effective services that are responsive to the needs and strengths of at-risk youth. Includes training for CPMT and FAPT members, other agency staff and parents on the roles of FAPT and CPMT, CSA state and local requirements, Medicaid processes and CANS certification; identify existing gaps in the service delivery system; and provide leadership in working with FAPT and CPMT in identifying and developing strategies and options, including best practices, for increasing local service and treatment alternatives to address gaps and better meet the needs of children and families.
- Liaison to the Family Assessment and Planning Team (FAPT) assisting it in the development, implementation and revision of policies and procedures regarding the review of referrals, family participation in the FAPT process, development of the Individual and Family Service Plan (IFSP), the FAPT recommendations to CPMT regarding services and funds, and the designation of case managers. Prioritizes family involvement and engagement in the FAPT process; provides case managers and FAPT with information on vendors, services, treatment options and modalities across the state; and identify the most appropriate funding sources for services and assure all resources have been explored prior to the use of CSA funding.
- Provide administrative and logistical support for CPMT and FAPT making sure that all logistical arrangements are made in advance for meetings of the CPMT and FAPT, including but not limited to: preparing and providing the agenda in advance, notifying participants (including parents), providing a confidentiality agreement, taking and maintaining minutes and ensuring the proper representation of members on CPMT and FAPT are present for a quorum as required by the Code of Virginia.
- May be required to provide lead support to additional staff and to train an alternate and/or a back-up staff person to assist CPMT, FAPT, case managers or other CSA clients in the absence of the CSA Coordinator.
Required Skills, Knowledge and Abilities:
- General knowledge of the human services system with specialized knowledge of at least one program area related to the Children's Services Act (e.g. foster care, mental health, special education, juvenile justice, local government, families).
- Knowledge regarding a children’s services system of care philosophy and values.
- Knowledge and ability to develop and manage a program budget.
- Excellent interpersonal skills which demonstrate respect for others.
- Ability to establish and maintain effective working relationships with individuals in a diversity of roles, such as families, colleagues, agency vendors, consultants, and state and local officials.
- Ability to collect, organize and report data.
- Ability to maintain detailed confidential and fiscal information in a secure manner.
- Ability to develop meaningful measurable outcomes to provide feedback to the CPMT, the FAPT, and other interested parties on the operation of the CSA program.
- Comprehensive knowledge of local community resources and services available to assist at risk youth and their families.
- Ability to think critically and creatively to resolve problems in the service delivery system.
- Ability to research, locate and develop additional services to meet identified needs of at-risk youth in the community.
- Keep timely and complete case files; periodically audits for compliance.
- Tracks parental co-payment and notifies of delinquent payment due.
- Ability to plan, organize, facilitate and/or deliver both routine and specialized training.
- Ability to handle multiple concurrent tasks, projects and responsibilities.
- Excellent organizational and time management skills, including the ability to prioritize tasks.
- Excellent communications skills, both oral and written with the ability to reach a variety of audiences.
- Proficient in the use of Microsoft Outlook, Word, Power Point and Excel software.
- Assist FSA with research, data collection and development of materials necessary for meetings and presentations.
- Perform other leadership, planning and administrative duties as assigned.
Education, Experience and Training:
Any combination of education, experience and/or training equivalent to a bachelor’s degree in human services, public administration or related field (master’s degree preferred). Experience in Human Services/Social Work, experience with the Children's Services Act (CSA), Public Administration, Accounting, Business or a related field and successful leadership experience in business or government is preferred.
Working Conditions:
- Environmental: Work is typically performed in an indoor setting. The department is currently open to the public Monday through Friday from 8:30 a.m. until 5:00 p.m. This position will require a flexible schedule to accommodate the needs of the Department and the County to include evening, weekend occasional holiday hours.
- Physical Effort: Light to moderate work, exerting up to twenty (20) pounds of force occasionally; and/or up to 10 pounds of force frequently; and/or a negligible amount of force constantly to move objects.

Special Conditions or Requirements:
- Must be willing to submit to a criminal background and Motor Vehicles check.
- Must consent to drug testing consistent with Louisa County’s Drug-Free Workplace Policy.
- Must possess a valid Driver’s License.
- Must maintain a driving record consistent with insurance industry standards in order to drive a county vehicle.
- Twelve (12) month probationary period.
