The Budget Manager is a managerial position that is located within the Office of School System Financial Services. This position directly supervises a team of Budget Analysts. The Budget Manager directs and manages work that is technical and complex in nature with regards to all budget related activities including planning and development, monitoring, reporting, and compliance. This position requires comprehensive knowledge of LDOE’s administrative processes and timelines, BESE policy, state policy, and federal regulations.
One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled by a probationary new hire, or by promotion of any current permanent classified Louisiana State employee, Current permanent classified state employees may be required to accept a probational appointment, if selected.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
Six years of full-time work experience in any field plus four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
A bachelor’s degree plus four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
An advanced degree in business administration, accounting, finance, public administration, or statistics plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
Experience Substitution
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Reviews and approves Department contracts, purchase requisitions, supply room purchases, fiscal agent agreements, leases, and any other document obligating funds to ensure availability of funds and budget authority.
Drafts amendments to the General Appropriation Bill and other bills as necessary.
