Minimum Qualifications
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualification must have been in contracts or grants management:
Six years of experience in contracts or grants management, procurement, financial management, or accounting; OR
Six years of full-time work experience in any field plus three years of experience in contracts or grants management, procurement, financial management, or accounting; OR
A bachelor’s degree plus three years of experience in contracts or grants management, procurement, financial management, or accounting; OR
An advanced degree in business or public administration, finance, economics, or statistics plus two years of experience in contracts or grants management, procurement, financial management, or accounting.
Experience Substitution
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
Plans, organizes, directs and controls the work activities of a staff of contract reviewers engaged in developing, monitoring and administering federal and state contracts and/or grants.
Supervises the development, award and management of a number of complex statewide grants and contracts ensuring compliance with laws, policies and procedures.
Prepares budgets, reports and other records required by federal and state laws in accordance with terms of agreement.
Oversees the preparation and development of contracts and/or grants agreements, applications, budgets, amendments and sub- grant agreements in accordance with federal and state regulations and restrictions and within departmental policies and procedures.
Trains, assigns work, approves leave and applies disciplinary procedures and evaluates performance of subordinates.
Assists program personnel, Contracts/Grants Reviewer Manager and administrative personnel in preparation of grants and/or contracts, amendments, revisions and close outs within the department's grants and contract policies and procedures.
Formulates and implements policies and procedures within the confines of the requirements of federal and state laws.
Interprets federal and state laws, rules and regulations as regards contracts and/or grants.
Performs close-out and de-obligates unexpended funds on officially closed contracts/grants.
Assists the Manager in the preparation of RFPs (Requests for Proposals).
Reviews subordinate personnel's reports for adherence to federal, state and departmental rules, regulations and guidelines.
Researches grant awards and state appropriation budgets to make sure that funds are available.
May participate in negotiation of contract agreements.
May perform similar tasks in lease activities.
