About This Position
The overall function of this position is to serve as an assistant to the Assistant District Administrator of Engineering, providing technical expertise and assistance to the District Administrator, Area Engineers, Project Engineers, and Design Engineers as it applies to construction projects and right-of-way permits. This position oversees the most critical, time-sensitive and complex engineering activities related to project construction and constructability reviews. Position oversees Utility and Permits Coordination in the District. Also, incumbent will provide technical assistance and guidance related to Materials, Technologies, and Construction Practices to in-house personnel and contractors to improve both the quality and efficiency of Engineered and Constructed projects.

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
Experience Substitutions
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.

30% Acts as Project Manager for all new and redeveloping Commercial Access Connection requests. Coordinates with Assistant Permit Engineer, permit applicants, Permit Specialists, Water Resources, District Traffic, Headquarters Traffic, Headquarters Permits, Area Engineers, Project Engineers, local entities and others for the review of commercial access connection requests. Schedules and leads meetings with developments requiring traffic studies. Provides overview of entire permit process and reviews traffic study scope with developer and developer’s engineers. Reviews and makes comments to improved plan accuracy and quality as it relates to the highway elements such as lane width, shoulder widths, turnout radii, sight flares, pavement conditions/types, embankment stability, drainage, lateral offset/clear zone, etc. Ensures that submittals meet Title 70, Permit Policy, DOTD Design Guidelines, EDSMs and all other requirements as determined to apply. Ensures comments from all sections are addressed. Reviews site plans, traffic control, striping plans. Ensures that submittals meet any and all traffic study concurrence issued by District Traffic office. Ensures that submittals meet any and all Appeals Board decisions. Coordinates with applicant, surveyor and DOTD Real Estate when property donations are required. Recommends those permits for approval. Acts as Project Manager for all Project Permit requests. Duties include: Conducting constructability and/or biddability reviews of all District 61 designed project plans during preliminary and final plan stages; Providing recommendations to designers for changes to project plans to eliminate the need for costly and unnecessary plan changes during construction and to ensure project constructability; acting as the official representative of the Office of Engineering in all matters related to the interpretation of plan sheets or the development of revised plan sheets/drawings for District designed projects that have been let to construction – includes acting as liason between Engineering Design and Area Engineers/Project Engineers/Construction Personnel/Contractors to resolve constructability issues related to plan changes and/or specification interpretation to facilitate timely delivery of a quality product in accordance with plan intent; reviews approved change orders at the completion of the projects to report the changes to the District Design Section for the improvement of future plans; answers questions posed by the general public and politicians concerning upcoming and active construction projects.
20% Provides supervision, guidance, training and technical support to Assistant Permit Engineer, District 61 Permit Specialists, District 61 Permit Inspector and District 61 Utility Coordinator. Reviews and approves subordinates work, which includes all correspondence, plan comments, engineering calculations, etc. Directs these employees in the following areas: inspection, contract administration, employee training and in all functions associated with their respective offices.
10% Maintains databases of completed, ongoing and future construction projects. Coordinates with Area Engineers on issues for ongoing construction projects. Maintains a database of Federal Projects requiring the Project Site Interviews. Coordinates with Project Engineers to ensure that Interviews are conducted on time and tracks the status.
5% Attends pre-construction conferences to address anticipated construction problems to facilitate construction in an efficient and professional manner and to ensure fairness to both the Department and the Contractor. At these meetings, this position meets to ensure compliance with plans and specifications.
