About this position:
Serves as an expert in plan development procedures and design policies. This position will keep up with current design and construction practices to ensure that construction plans include necessary information, proper formatting, and the correct pay items and quantities to minimize scope and budget changes during construction. Supplemental qualifications:
Four years of engineering experience with roadway and/or bridge construction plans in the plan preparation, project delivery, review, or construction phases.
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED plus five years of sub-professional engineering experience.
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics. All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.
Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.
Possession of an engineer intern certificate will substitute for all of the required experience.
SUPPLEMENTAL QUALIFICATION REQUIREMENTS:
Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.

To perform highly complex and technical assignments requiring the demonstrated ability to interpret, select, adapt and apply diverse engineering guidelines, precedents, principles and practices to non-routine, highly specialized situations; to serve as a technical expert, advisor or consultant to other agency staff and/or consultants or contractors in a highly technical engineering specialty or program function.
This job is designated a Dual Career Ladder job as defined in Civil Service Rule 1.14.1.1, requiring performance of higher level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.
Level of Work:
Expert.
Supervision Received:
Broad from an Engineer 5 or higher or comparable level professional manager of the agency served.
Supervision Exercised:
May exercise functional or regulatory supervision on a project or programmatic basis.
Location of Work:
May be used by any State agency.
Job Distinctions:
Differs from Engineering Technician 5 by level of complexity, agency's recognition as section/district technical expert in specialized area and/or by requirement for extensive training and experience in a highly specialized field.
Differs from Engineering Technician 6 or 7 by the absence of supervisory responsibilities as well as by DCL policy requirements for supplemental qualifications and PPR ratings.
Examples of Work
This position functions under direct supervision from the Engineer 6 and:
- Serves as an expert in plan development procedures and design policies. This position will keep up with current design and construction practices to ensure that construction plans include necessary information, proper formatting, and the correct pay items and quantities to minimize scope and budget changes during construction.
- Supports statewide DOTD and consultant designers and other engineering personnel regarding plan development, plan requirements, standardization, item selection, specification interpretation, and implementation of construction plans. This position functions as an expert on communicating the intent of the design policies and specifications in a set of construction plans.
- Reviews both consultant and DOTD in-house design plans in an effort to provide a centralized quality control of construction plans. This allows for statewide plan standardization in an effort to reduce errors, misunderstandings, and misinterpretations of plan information that could lead to FALCON questions, delay of project lettings, bid irregularities, or costly change orders.
- Provides review comments on a statewide basis for all types of construction plans. These reviews will be used to modify and make corrections to plans and will communicate necessary changes in design policy or processes to those who submit plans for review.
- Reports issues to their supervisor to facilitate coordination with the Construction Section, District Design Offices, Road Design Section, Bridge Design Section, and Publications Engineer in order to update specifications and standard plans to address problems regarding redundant or unnecessary plan notes, recmTing plan errors, change orders, questions from designers, and FALCON questions.
While in official capacity, DOTO employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTO policies, procedures, manuals, and directives.
DUTIES AND RESPONS_IBILITIES
75% Review of Construction Plans:
- Reviews both DOTO and consultant plans for technical and mathematical accuracy, adherence to current format requirements, and overall quality control purposes.
- Checks the plan scope to determine whether it is appropriate under the circumstances.
- Contacts appropriate sections to update plans as needed due to changes in policies, specifications, or construction practices.
- Provides detailed comments to designers indicating errors, necessary changes, or potential problems that may arise during the bidding or construction processes and documents such comments and their resolutions for reference of the Chief Engineer.
- Provides information to supervisor to facilitate coordination with others regarding how proposed changes affect other sections or processes.
- Notifies supervisor of recurring problems arising in plans.
10% Plan Review Meetings:
- Arranges and chairs plan review meetings with project managers and/or designers to allow for a free flow discussion and explanation of plan review comments.
- Explains the reasoning behind comments in order to clarify their meaning and facilitate collaborative learning to avoid future errors or misunderstandings.
10% Plan Development Meetings: Participates in plan development meetings and provides expert advice on problematic issues that may affect the construction or plan design.
5% Other Duties: May be required to perform other duties as necessary, including, but not limited to, emergency/disaster support activities.

4 years of engineering experience with roadway and/or bridge construction plans in the plan preparation, project delivery, review, or construction phases.
