Minimum Qualifications

MINIMUM QUALIFICATIONS:

Six years of experience in administrative services; OR

Six years of full-time experience in any field plus three years of experience in administrative services; OR

A bachelor’s degree plus three years of experience in administrative services; OR

An advanced degree, or a Juris Doctorate, plus two years of experience in administrative services.

Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work

The Executive Staff Officer is responsible for the coordination and execution of two offices for the Port of New Orleans: Executive Office and Board of Commissioners Office. This role is crucial for ensuring the smooth and efficient operation of high-level executives, appointed commissions, and their offices. This position involves a blend of administrative prowess, organizational skills, and the ability to handle sensitive information with discretion. This position will report to the President and Chief Executive Officer of the Port of New Orleans.

Essential Duties And Responsibilities

(30%) Executive Office, Executive Support and Liaison

  • Serve as the primary point of contact for the CEO, managing communication and prioritizing inquiries from internal and external stakeholders.
  • Act as a trusted advisor and confidant to the CEO, handling sensitive information with the utmost discretion and confidentiality.
  • Represent the CEO in meetings and communications as directed, ensuring alignment with the CEO's vision and priorities.
  • Build and maintain strong relationships with key stakeholders, including executives, board members, and external partners.

(25%) Executive Office, Strategic Priorities

  • Conduct in-depth research and analysis on complex issues, providing concise summaries and recommendations to the CEO.
  • Prepare comprehensive reports, presentations, and briefing materials for the CEO, ensuring accuracy and clarity.
  • Drafts and produces a variety of correspondence, encompassing both standard and complex matters. Fulfill public information requests by gathering and distributing requested data.
  • Coordinate interdepartmental projects as assigned by CEO, and ensure all parties have the required information.

(20%) Communication and Information Management

  • Act as a gatekeeper for the CEO, screening and prioritizing incoming communications (emails, calls, and mail) and responding or delegating as appropriate.
  • Draft and prepare executive-level correspondence, presentations, assignments, and reports with clarity, accuracy, and professionalism.
  • Delivers efficient administrative support to the President/CEO, Chief of Staff and Executive Office, managing travel logistics, preparing reports, maintaining supply inventories, and processing expense reports.
  • Exercises discretion in reviewing all correspondence and telephone calls, determining the appropriate recipient among the President and CEO, Chief of Staff, Commissioners, or other agency staff.
  • Supports Human Resources, Procurement, Information Technology and Marketing/ Communications on behalf the Executive Office, streamlines administrative processes, and contributes to the overall efficiency and success of the organization.
  • Collaborates with executive team to implement agency's strategic plans and goals by meeting with Human Resources, Procurement, Information Technology and Marketing teams to track goals, projects, and events.

(15%) Board of Commissioners Office, Public Relations & Stakeholder Engagement:

  • Strategic Communications Planning: Develop and execute comprehensive public relations plans aligned with the board’s strategic mission & goals to the public, other stakeholders, and various publications.
  • Public Affairs: Monitor and analyze public policy issues that may impact the agency. Develop and implement strategies to advocate for the agency’s interests and communicate its position on relevant issues to Board officials and the public.
  • Community Relations: Interact with followers, respond to comments and messages, and foster a positive online community. This involves actively listening to the public's concerns and addressing them appropriately. Build and maintain strong relationships with community leaders, organizations, and residents. Represent the organization at Board events and participate in initiatives that benefit the community.
  • Internal Communications: Ensure effective communication within the organization, keeping both Port and Rail staff and other stakeholders informed of Board decisions and initiatives.
  • Content Creation: Develop and translate accurate content for the agency’s website, including board agendas, public comments, meetings, and Board actions. Compose and publish the President’s Message to Staff in the Port’s Monthly Newsletter.
  • Brand Management: Maintain and protect the organization's brand identity. Ensure consistent use of branding guidelines in all board and public communication materials.
  • Budget Management: Manage the budget and ensure resources are used effectively.
  • Collaboration: Work closely with other departments within the organization to ensure that Board public relations activities are integrated within the agency such as legal, policy, and central records, to ensure accurate messaging and coordinated communication efforts.

(10%) Board of Commissioners Office, Governance and Compliance:

  • Manages the process of issuing Board items such as proclamations and awards through coordination with the Legal Department, and ensures the protection of all official Board contracts, documents, and records.
  • Assists CEO to ensure compliance with relevant maritime laws, Federal and State regulations, and governance standards.
  • Manages regulatory filings and reporting and maintains Board’s document inventory.
  • Demonstrates a proficient understanding of Louisiana's Open Meeting Law.

  • Full execution of two agency Board meetings including participation procedural Board items such as with quorum review, roll call, public comments, and vote proceedings.

  • Maintains accurate and up-to-date records of board decisions, resolutions, contracts and other official documents.
