PLANNER (EMERGENCY OPERATIONS)

About this position

This is an UNCLASSIFIED position responsible for facilitating the development, review, and updates of emergency plans within the DOTD Emergency Operations Section. The incumbent will actively contribute to the ongoing enhancement of preparedness measures, ensuring the organization's ability to respond effectively to various emergency scenarios. The incumbent will be the primary State Debris Manager, acts as alternate Emergency Support Function-3 Lead Coordinator.

Preference will be given to applicants experienced with disaster/emergency response and the development of emergency plans and standard operating procedures. Working in an emergency operations center.

  • Certifications in FEMA IS 100, IS 200, IS 700, IS 800, ICS 300 and ICS 400 courses
  • 5 years Emergency Management Experience

This job requires unique qualifications involving disaster/emergency response management experience, experience working in an emergency operations center. Disaster/emergency response planning experience and experience developing and maintaining operational plans and procedures. Availability for overnight travel, on call 24/7 and able to work 12 hour shifts for extended periods during emergencies. Understanding of FEMA's and GOHSEP's processes related to disaster/emergency response and recovery. Familiarity with and experience in the Incident Command System. Must possess outstanding organizational and communications skills and have competent working knowledge of Microsoft Office and Excel software programs/applications. Must possess a valid Louisiana driver’s license.

Job Concepts:

This position requires administrative and operational oversight of the agency's Debris Removal, reduction, and disposal functions, as well as the Damage Assessment Team's initiatives and objectives. Both are integral elements of the agency's Emergency Support Function - 3 (ESF-3). Responsibilities will include the development, review and maintenance of debris management and damage assessment operational plans and procedures annually. Responsible for the coordination and oversight of retainer contracts and contractor adherence to agency debris operational standards. Provide operational oversight of the agency's debris operations following disasters by coordinating with District Debris Managers while providing executive level decision makers with situational awareness and operational updates. Responsible for scheduling and conducting annual debris management and damage assessment meetings and conferences. Provide oversight to the Damage Assessment Team program by ensuring current plans and resources are in place and that team members are identified and prepared for deployment.

Examples of Work:


Coordinate and schedule the deployment of Damage Assessment Teams as quickly as conditions allow following a disaster. Responsible for coordinating with external agencies, i.e. GOHSEP, FHWA and FEMA in an effort to remain current of any and all changes to programs, regulations and guidance relating to debris management and Damage Assessment Team operational procedures. Responsible for briefing and making constructive recommendations to the Emergency Operations Director on issues impacting the section's operational capabilities. Responsible for participating in all meetings, training, exercise's and related after action reviews (AAR's), following exercises or actual events within prescribed timeframes. Ensure implementation of corrective actions identified from the AARs within established suspense dates. Provide and coordinate training for DOTD, and other personnel, supporting debris and damage assessment programs. Requires knowledge of local, state and federal government agencies and their operational relationship during declared disasters. Acts as ESF-3 Alternate when primary is unavailable, or to supplement extended operations. Performs other duties as needed. Must possess a valid Louisiana driver's license.
