Job Summary
At the direction of the Safety & Security Supervisor, provides daily leadership, coordination and evaluation of the security section of the department. Responsible for overseeing the security operations of all MSD buildings. Works as a partner with MSD management to integrate practices that reduce the risk of violence in the workplace by following operational procedures. Assists with the creation and enforcement of work practices at field job sites and throughout MSD facilities that result in safe and secure work locations and reduce the opportunity for workplace violence. Monitors for compliance and provides enforcement when necessary. Performs other duties as assigned.
Essential Job Functions
Oversees the security operations of all MSD facilities. Assists with coordinating the daily work of the Safety & Security Investigators and Reception Security Officer. Responsible for the oversight of the contract security staff on all shifts to ensure security is provided at all facilities throughout MSD. Oversees audits of the MSD card readers and the daily activity logs. Assists with the implementation of visitor badges to customers/vendors needing access to areas of MSD Main Office Building. Assists the Safety & Security Investigators on complex and particularly sensitive confidential cases. Oversees multiple investigations of customer complaints and accident reports and reviews them to ensure they are completed appropriately. Assists office and field supervisor/managers with disputes between MSD employees and customers. Oversees and conducts accident investigations involving MSD vehicles and/or equipment and advises the Vehicle Accident Review Committee on the nature of the accident and/or damage to MSD and/or customer vehicles/property. Oversees filing system data of all accidents involving MSD equipment and personnel which result in damage to MSD/customer(s) vehicles, equipment or property. Oversees the administrative duties of the VARC Committee and ensures that all accidents are recorded properly and disciplined accordingly. Maintains the official VARC logs and serves as a backup member of the Accident Investigation Team. Responds to and oversees investigations of incidents of hazardous materials spills, facility evacuation, gas line ruptures and employee injury. Conducts and oversees investigations concerning difficult/irate customer complaints and thefts of MSD property, and ensures proper police reports are filed. Assists in investigations concerning the misconduct of MSD employees. Provides training and leadership to new investigators to the department to ensure that correct processes and techniques required to complete the performance of duties are followed. Assists the Health & Safety Administrators in administering MSD’s drug and alcohol testing by monitoring and providing security for the process. Performs other duties related to security activities, employee protection and emergency response. Utilizes computers, cameras, Hansen, SAP, eB and other MSD software to gather information relative to investigations. Assists in conducting investigations that involve misconduct of MSD employees, customers, vendors and contractors by gathering evidence from the CCTV system. Provides consultation regarding security risks and vulnerabilities. Assists in the implementation of corrective measures to ensure the safety and security of MSD’s personnel and property. Assists in conducting investigations concerning theft of MSD assets and filing proper police reports. Monitors criminal cases. Appears in court and testifies as warranted. Serves as the primary liaison and coordinator with local police departments to obtain official criminal police reports and accident reports of investigative activities in a timely manner. Assists in the development and implementation of training, policies, procedures and investigative strategies to be utilized by the department.
Knowledge, Skills and Abilities Necessary to the Work
Knowledge of MSD safety and security standards and safe work practices; knowledge of OSHA regulations; knowledge of MSD policies and procedures; knowledge of safety and security related local, state and federal regulations; knowledge of associated Kentucky Revised Statutes (state laws); skill in performing investigations; skill in surveillance monitoring; skill in oral and written communication; skill in conflict resolution; ability to enforce MSD rules, regulations, policies and procedures; ability to resolve problems; ability to exercise tact and diplomacy; ability to maintain accurate and confidential records/information; ability to exercise judgment and discretion; ability to operate a PC and associated Windows environment software (e.g. Microsoft Office Suite); ability to be courteous and helpful under pressure; ability to work under adverse working conditions such as inclement weather; ability to work effectively under heavy, unpredictable surges in workload and deadline pressure; ability to work 24 hour emergency response, various shifts and weekends.
Minimum Requirements
Associate Degree in Criminal Justice or a related field; seven or more years of experience in law enforcement with five or more years of experience with criminal investigations, accident investigations and hazardous materials incidents; an equivalent combination of education and experience may be substituted. Must possess a valid driver’s license. Must have safe work and driving habits.
