Summary Objective
The purpose of this position is to manage, coordinate, and implement projects in ambient air monitoring. This includes research and procedure development for scientific air quality and meteorological ambient air instruments and sensors and analyze, validate, and interpret the data they produce.
This class works independently, under limited supervision, reporting major activities through periodic meetings.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Coordinates the development of programs, policies, and projects to advance air quality knowledge and air quality monitoring in Louisville.
  • Works collaboratively with other agencies, stakeholders, and the community on air monitoring projects.
  • Works with stakeholders, web-based tools, contractors, and others to assemble, process, and communicate data effectively.
  • Develops and implements air quality sensor and mobile air quality monitoring projects.
  • Operates, repairs, installs, and maintains a variety of ambient air monitoring equipment, including air quality sensors and mobile air monitoring equipment.
  • Interprets and explains policies and programs related to air quality monitoring.
  • Provides technical assistance concerning the operation and maintenance of air quality sensors.
  • Compiles, analyzes, and interprets statistical data, prepares reports, and completes special projects.
  • Reviews and quality assures Photochemical Assessment Monitoring Station (PAMS) and Volatile Organic Compound (VOC) data.
  • Develops and implements data quality and validation documentation such as Quality Assurance Project Plans and Standard Operating Procedures for utilizing mobile monitoring equipment and other instrumentation.
  • Strictly adheres to standard operating procedures and other technical guidelines.
  • Collects data transmitted from field air quality monitoring sites, and assesses need for maintenance and repairs.
  • Maintains detailed parts and equipment inventory.
  • Interprets laboratory analyses.
  • Assures quality control and validation of data.
  • Maintains technical records and reports of quality control and maintenance activities.
  • Creates appropriate records to substantiate the proper functionality of monitoring instruments.
  • Reviews scientific literature and attends conferences and training courses to maintain analytical techniques.
  • Researches air measurement best practices.
  • Recommends, develops, and revises policies, procedures, and methodologies related to air monitoring technologies and equipment.
  • Develops papers, including technical memoranda and scientific reports, and presentations for civic, scientific, professional symposiums or conferences.
  • Performs related work as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Biological Science, Engineering, Environmental Science, or related discipline.
  • Four (4) years of professional or technical air monitoring, air emissions auditing, scientific quality assurance, scientific research, or air emissions control technology experience or an equivalent combination of education, training and experience

OTHER MINUMUM REQUIREMENTS:

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or skill, adeptness and speed in the use of the fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Involves routine and frequent exposure to:
    • Bright/dim light; Dusts and pollen.
    • Extreme heat and/or cold; Wet or humid conditions.
    • Extreme noise levels, Animals/wildlife.
    • Vibration; Fumes and/or noxious odors.
