Summary Objective

The purpose of this position is to provide professional level project management work on projects from inception to completion by managing and coordinating departmental projects which includes organizing, administering, and monitoring one or more projects as selected by assigned team.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Performs project management work by managing, coordinating, and directing development, redevelopment, and capital improvement projects for a department including project coordination with city departments, affected community and business organizations, and/or other stakeholders.

  • Consults with managers, elected officials, and stakeholders to determine and establish project plans and goals, formulates and defines scope of work and objectives, and develops project work plans including time frames, funding limitations, contract costs, risk factors, staffing requirements, and allotment of available resources to various phases of a project.

  • Reviews project design(s) and schematics for quality, technical competence, and code and standards compliance, monitors the progress and quality of a project, and resolves problems and project barriers by identifying strategies and approaches to overcome barriers.

  • Develops project budgets, schedules, work plans, and cost estimates/projections, administers and monitors contracts including contract negotiation and preparation of contract recommendations, and monitors projects for conformance to approved plans and contract specifications.

  • Prepares pre-bid materials defining scope of work and related information necessary for request for qualifications (RFQ) and request for proposals (RFP), sets up selection board; responds to questions concerning the project and/or contract(s); reviews bids, and prepares recommendation(s).

  • Develops a communication plan and related project status reports for key stakeholders and provides updates on project activities and information on risks and mitigation strategies.

  • Prepares and monitors the budget for project planning, design, regulatory, and/or construction phases, recommends project budget needs for annual appropriations, and ensures project deliverables stay on-time, on-target, and on-budget.

  • Performs related work as assigned.

OFFICE OF HOUSING & COMMUNITY DEVELOPMENT - ADMINISTRATIVE SERVICES

  • Provides project management support for Office of Housing & Community Development data projects, illustrating the department’s work, progress, and program metrics through the use of ArcGIS, Power BI and other data reporting and mapping software.

  • Compiles and maintains program metrics and key performance indicators and posts to department’s public website.

  • Provides reports and recommendations to leadership, stakeholders, and funders related to project performance.

  • Performs and presents financial and data analysis related to project performance, including budget, demographics, and other performance metrics.

  • Plans and oversees department data collection and reporting projects, including preparing/reviewing budgets, projected timelines, and operating budgets as well as monitoring project status and expenses.

  • Works closely with other Metro agencies and external partners on current and future projects.

  • Meets regular and punctual attendance standards and any special needs of the position as determined by management, including evenings and weekends, as necessary.

    MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

    • Bachelor’s Degree in Business or Public Administration or Management or related discipline.

    • Three (3) years of project management experience in the related occupational group or related field or an equivalent combination of education, training and experience.

    OFFICE OF HOUSING & COMMUNITY DEVELOPMENT - ADMINISTRATIVE SERVICES

    • Bachelor’s Degree in Computer Science, Geographic Information Systems, Geospatial Technologies, or related discipline.

    • Three (3) years of experience working with Affordable Housing, Community Development, data analysis, ArcGIS or an equivalent combination of education, training and experience.

    OFFICE OF FACILITIES & FLEET MANAGEMENT

    • Bachelor’s Degree in Architecture, Engineering or related discipline.

    • Three (3) year of project management experience in the related occupational group or related field or an equivalent combination of education, training and experience.

    OFFICE OF PARKS & RECREATION

    • Bachelor’s Degree in Architecture, Engineering, or related discipline.

    • Three (3) years of project management experience in the related occupational group or related field or an equivalent combination of education, training, and experience.

    OTHER MINIMUM REQUIREMENTS

    • Prefers Certified Associate in Project Management or Project Management Professional Certification.

    • Must possess and maintain a valid state driver’s license with an acceptable driving history.

    OFFICE OF FACILITIES & FLEET MANAGEMENT

    • Must complete the annual security awareness training.

    OFFICE OF PARKS & RECREATION

    • Prefers licensed Professional Engineer or licensed Architect in the Commonwealth of Kentucky.

    PHYSICAL DEMANDS

    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

    • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
